Right of Way Services Manager

The City of Sugar Land is seeking an experienced professional for the position of Right of Way Services Manager

This position oversees the management of the City's Right of Way Services Division which includes right of way landscaping and maintenance, right of way irrigation & improvement program and streetscape projects and street light replacement program. In addition, attendance at public meetings and the development of education material is required to support and market programs. Attendance in the development review process is required to insure compliance with Streetscape programs.
 
Provides support to the Public Works Department through completion of delegated responsibilities within departmental administration.Oversees the management of the City's Right of Way Services Division which includes right of way landscaping and maintenance, right of way irrigation & improvement program and streetscape projects and street light replacement program. Provide support to the Public Works Department through completion of delegated responsibilities within departmental administration.

• Lead the implementation of insourcing of right of way landscaping and irrigation maintenance.
• Responsible for leading the ROW Services division with respect to right of way landscaping and maintenance including irrigation.
• Oversee operations staff in the day to day maintenance of the City right of way.
• Responsible for guiding the Streetscape planning and development by overseeing all aspects of strategic and long range planning, development, design and management of urban beautification projects.
• Work with various public agencies to ensure sound planning and community wide support and cooperation.
• Research and prepare agenda items and presentations for City Council, Park Board, and development corporations, as well as public presentations to other community and area civic organizations/groups.
• Assist with and/or arrange contracts required in conjunction with Public Works projects including project management, design, construction, surveying, environmental assessments, material testing, appraisals, and inter-local agreements with other governmental agencies for presentation to the City Council for approval.
• Participate in preparation of RFP/RFQ's, consultant interviews, consultant selection, programming, schematic design, and design development phases for Streetscape projects to ensure design goals and standards are met.
• Responsible for managing Street Light replacement Program and citizen requests for street lights. Work with Center Point and other Public Works divisions.
