Position Summary: Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.
Receives assignments in the form of objectives/requirements and works with her team to determine the design and meet schedules and goals. Reviews development team requests and approves recommendations, assuring teams meet established processes and policies. Additionally, responsible for building and maintaining a team of engineers, developing processes, strategies, and plans to ensure test deliverables are met. Includes product ownership of the design, development and training of a Jira based tool used for testing, change management, scrum and Kan Ban projects and boards.

Partners with TDS and Path Center teams, coordinating with functional application and business teams on design requirements and controls for the effective development and implementation of strategic programs. Ensure that all information systems, products and services meet minimum organization standards, policies, and end-user requirements.

Collaborates with key staff and managers across departments within TDS and the Path Center on identifying issues with the T'nT Jira application and prepares recommendations for systems improvements. As the product owner for the T'nT Jira product, manages subordinates to ensure designs meet strategic use across UCPath and TDS. Owns oversight of vendor, licenses, development, testing, communication, and implementation.
Provides direction to employees following established policies and management guidance. Manages, through supervisors and direct reports, the coordination and oversight of day-to-day activities of the team owning responsibility for results in terms of costs, methods, and employees. Creates and tracks key performance indicators/metrics and recommends/implements improvement processes across all IT domains. Establishes and recommends changes to policies which affect the department.
Applies proven human resources management skills in staff selection, development, and evaluation. Creates a strong culture of teamwork to ensure the quality of daily operations, effective interdepartmental collaborations, and the timely achievement of objectives.
Develops strategic goals for the team. Manages a team of employees and contractors, collaborating with project management and vendor teams to ensure processes and policies are followed by TDS teams and subordinate employees.
Develops and monitors system cost estimates, budgets, and schedules for T'nT Jira and team. Includes staffing, space planning, resource planning and financial impact of the team.
Establishes and recommends changes to policies and operating procedures to improve efficiencies that impact the department. Audits and consults on practices to ensure policy and process compliance and consistency across development teams.
Establishes programming and testing standards and policies: Works with the team to document designs and requirements. Develops proposals to improve or streamline processes and procedures, in conjunction with industry best practices. Analyzes functional application practices to understand priorities and compliance of processes and policies. Makes recommendations to superiors regarding the acquisition and/or implementation of software to increase information system's efficiency.
Education/Experience: Bachelor's degree in related area and / or equivalent experience / training. At least 5 years of experience managing an information technology organization.
Knowledge/Skills: Quantitative abilities, analytical. Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
Thorough knowledge of Jira, X-Ray, and other Atlassian products, integrated to form a test, project and change request platform, sufficient for strategic planning, technology assessment and setting direction.
Demonstrated skill in managing technical, functional, and vendor testing staff. Proven experience in managing testing teams and matrixed teams, developing metrics and process improvement to support continuous improvement.
Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software. Sufficient knowledge of testing and development methodologies sufficient for strategic planning, technology assessment and direction setting.
Ability to understand the process involved to adapt, build, integrate, and test existing programs or vendor-supplied products for use within the technical environment with experience analyzing buy vs. build procurement for test products for effective and efficient technology use.
Demonstrated application of advanced quality assurance principles and testing best practices, theories and concepts to develop strategic goals, manage testing team(s) and provide strategic quality assurance recommendations and solutions.
Thorough knowledge of technical and testing concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
Strong knowledge and understanding of service delivery principles. Uses and applies applications Information Technology theories and concepts to manage and provide solutions.
Demonstrated skill in managing technical, functional, and vendor staff. Proven experience in managing matrixed teams, developing metrics and process improvement to support continuous improvement (requires ability to gather, organize, and analyze data in the completion of assignments). Includes broad knowledge of applications IT theories, programming function, organizational effectiveness.
Knowledge of Office of the President protocols and procedures. Currently develops and monitors operational processes, staff FTE, human resources and space planning at Office of the President. Establishes and recommends changes to policies which affect the department.
Critical thinking, persuasion / negotiation, conflict resolution, mentoring and staff development, leadership / management, problem solving, human resources policies and procedures relating to management responsibilities. Proven ability to work creatively and analytically in a problem-solving, sometimes ambiguous environment.
Experienced in leading change management activities and managing their impact across the unit or department, managing scope and meeting project timelines.
