| ABOUT THE FLOOD CONTROL DISTRICT: The Flood Control District of Maricopa County (District) was formed 60 years ago to address flooding throughout the county. Even though Maricopa County is in a desert, floods occur due to the unique character of the desert and two distinct rainy seasons – the summer monsoon and winter frontal rains. Although the District has made great progress over the years, work remains to be done as the county continues to be one of the fastest-growing in the United States. As the District strives to stay ahead of development, it opens new opportunities. As the District moves forward it focuses on water conservation/multi-purpose facilities and new tools and flood education to accomplish its mission. ABOUT THE POSITION: The Construction Project Manager (CPM) manages complex engineering construction projects and components by providing technical management expertise. The CPM ensures flood control structures are built to specification, makes in-the-field modifications as necessary, ensures the final product will function as designed to protect people and property during rain and flooding events. | ESSENTIAL JOB TASKS: | - Plans, coordinates, and inspects civil engineering projects.
- Oversees and coordinates the activities of Construction Management Specialists and contractors to ensure projects are constructed according to standards, plans, budget, and specifications.
- Ensures project deliverables meet scope, schedule, cost and quality requirements. Performs technical reviews of shop drawings and other submittals.
- Writes analytical reports and makes technical estimates in connection with projects; reviews laboratory test of materials.
- Makes engineering analysis of proposed projects; evaluates need for design changes and makes appropriate recommendations; reviews plan for conformity to engineering standards and state and federal regulations. Coordinates the development of project design concepts and criteria.
- Inspects and monitors projects under contract; resolves discrepancies between field conditions and design plans; recommends methods of resolving complex problems.
- Determines and documents work completed and materials used, and prepares monthly pay estimates for construction contracts.
- Attends pre-construction and meetings with clients, contractors and other parties to review project progress and resolve construction difficulties. Responds to questions from citizens and agencies on projects and plans.
- Monitors Storm Water Prevention Protection Plan standards to assure National Pollution Elimination system stormwater requirements are met.
Working conditions: The position primarily requires working outdoors at a construction site in all types of Arizona weather and temperatures, and occasionally indoors in an office setting. Constant seeing, observing, judgment and reading is required. Frequent sitting, standing, walking, speaking, hearing will be required. Frequent driving, climbing stairs and scaffoldings. Rarely exposed to confined work areas or high noise levels. Must be able to handle a high work volume, significant handling of multiple tasks, frequent high priority deadlines, occasional interruptions, frequent decision making, high level of accuracy expected, frequent contacts with co-workers, agencies, firms and public, high level of teamwork required. Must be able to lift up to 20 pounds (i.e.: files and field equipment).
