This position is responsible for providing fiscal and managerial administration of the medical campus strategic projects & outreach program along with financial and operational management of the Washington University-Centene personalized medicine initiative (PMI) agreement. The PMI is a 10 year/$100 million research contract funded by Centene corporation. Also responsible for financial and operational management of other assigned research programs and contracts administered by the School of Medicine in the strategic areas determined by the dean.
PRIMARY DUTIES AND RESPONSIBILITIES:
The position oversees the Medical Campus Strategic Projects and Outreach Program budget and is responsible for all accounting functions including annual budgeting, general ledger and financial reporting. This position plans and develops the operations and personnel budgets as well as administers and monitors defined budgets by regularly reviewing expenses, investigating variances and taking corrective action as necessary.
The position oversees the Personalized Medicine Initiative (PMI) Centene Corporation contract budget and is responsible for all accounting functions including the general ledger and financial reporting, ensuring compliance with the PMI agreement. In collaboration with the School of Medicine Dean, this position develops annual budgets for the current PMI research programs, then works with the program leaders and departmental administrators to allocate funds and monitor expenditures in accordance with contract terms. Responsible for maintaining accounting functions and establishing financial objectives in accordance with PMI operational and strategic plans. Performs financial review and analysis of various programs/cores and assists PMI research teams in establishing business plans. This position is responsible for providing periodic financial status reports to the Dean and Program Leaders , producing regular reports and projections of fund status, providing advice on expenditure policies, and developing budgets for the PMI Steering Committee and WU-Centene Oversight Committee progress reports.
The position oversees financial management for other assigned research programs, centers and contracts administered by the School of Medicine in the strategic areas determined by the Dean. These may include drug discovery, personalized medicine, autophagy therapeutics and research, and others. Provides budgetary oversight, including issuing allocations, monitoring expenditures, ensuring compliance with program goals and/or contract terms, and developing and providing periodic internal/external financial reports. Responsible for maintaining accounting functions and establishing financial objectives in accordance with operational and strategic plans. Performs financial review and analysis of various programs/cores and assists PMI research teams in establishing business plans.
Intellectual Property Function
In partnership with the WU Office of General Counsel (OGC) the Office of Technology Management (OTM), and individual PMI research programs, administer the Centene contract terms as they relate to identify any relevant background IP which may be relevant to conducting research projects, including as may be necessary to exploit (including by way of commercialization) assigned IP and licensed IP that may be developed in connection with or as a result of such research project.
Prior to the use of PMI research funds for any particular research project, ensure notification to the Oversight Committee in writing of any relevant background IP noted above. Promptly provide each Invention Disclosure to the Research Steering Committee and the Oversight Committee, such that the Oversight Committee (on behalf of the Joint Venture) may decide whether such inventions and/or other Intellectual Property should be protected by filing a patent application.
Planning and Governance Function
PMI Research Steering Committee: Manage the internal Steering Committee in accordance with contract terms. Establish meeting schedule, manage speaker invitations and develop meeting agendas. Ensure meeting minutes and other required documentation are provided for at each meeting.
PMI Oversight and Joint Venture (JV) Committee: Coordinate with Centene Corporation Oversight Committee representative the scheduling of bi-annual meetings as stipulated in the contract terms. In coordination with the OGC, provide input and approval of the agenda. Prepare and submit bi-annnual reports for research progress, expenditures, new year budget, and IP disclosures by January 15 and July 15 of each year to be reviewed and approved at the Oversight Committee meetings.
Establish and manage committees and workgroups associated with, and/or required by agreement terms for other assigned research centers, programs or agreements.
This position acts as a liaison between Centene Corporation, PMI Program Leaders, Core/Institute Directors, departmental research administrators, Sponsored Projects Accounting (SPA), Accounting Services, OGC, OTM, other programs aligned with PMI goals with regard to funding, budgets, compliance, contract terms, and overall research administration.
Personnel Management Duties
Oversees the staff responsible for implementing and supporting financial activities including the monitoring of purchasing, financial transactions, and personnel accounting of assigned contract, gift and institutional funds. This position is responsible for weekly meetings, review of progress and products, and consideration of professional development opportunities.
Manage, compile and submit quarterly financial and bi-annual research progress and IP reports to Centene Corporation and the PMI Oversight Committee in coordination with PMI Program Leaders, Dean, OGC, and SPA. Ensure that there are 1-year and 3-year research goals for each of the four programs and progress updates are linked to goals. In partnership with OGC, provide reporting to the Joint Venture Committee that allows them to review applicable intellectual property that has been or may be developed as a result of research activities and assess whether any IP that has been or may be developed as a result of Research activities is worthwhile to further develop, and the feasibility of protecting and commercializing the same; and input provided by the Oversight Committee regarding the programs and the proposed and ongoing research.
Manage, compile and submit required reports for other assigned research centers, programs or agreements in partnership with applicable institutional partners.
Bachelor's degree in finance, accounting, or related field required with at least 7 years experience in financial management, grant development, or strategic planning functions.
A minimum of 5 years of supervisory experience.
Experience in academic research administration and experience managing large projects/research grants and contracts.
A significant interest in clinical/translational research and training with an authentic aspiration to support those missions through providing of a first-rate administrative and business service.
Experience with funding agencies and all aspects of academic grant management including accurate reporting of data and compliance with requirements.
Executive level strategic planning expertise, project management, and financial skills.
A successful track record of leadership in a complex matrix environment with additional external institutional relationships.
Outstanding interpersonal and political skills with proven evidence of working effectively both internally and externally with a wide variety of constituents including faculty, staff, students, school administration.
Ability to plan, organize, direct people, control resources and think creatively.

JOB LOCATION/WORKING CONDITIONS/EQUIPMENT:
Standard office environment. Requires frequent travel to various Washington University, Medical Center, and PMI partner institution (e.g. Centene.) locations for meetings and events. Travel to at least one annual national meeting is expected.
The hiring range for this position is $90,688 - $120,141 annually.
