Berkeley Lab’s Office of the Chief Financial Officer (OCFO, https://www2.lbl.gov/Workplace/CFO/) is looking for a Business Assurance Manager to join their senior leadership team in the Procurement & Property Department!
In this role, you will provide oversight, direction and leadership to a team of professionals responsible for leading assurance for the department in accordance with LBNL’s prime contract between the U.S Department of Energy (DOE, https://www.energy.gov/) and the Regents of the University of California, the Federal Acquisition Regulations (FAR), DOE Acquisition Regulations (DEAR) and the Lab’s procurement policies and practices. Reporting to the Chief Procurement Officer, your key accountabilities will include contract compliance, self-assessments, Small Business program, policy development, training and development, communications, systems, and reporting.You will also serve as the primary liaison to the DOE, University of California, internal/external audit agencies and the community.
What You Will Do:
Provide leadership, oversight and direction to a team of professionals responsible for providing assurance for the department.
Lead the analysis and resolution of complex issues and provide recommendations for optimal solutions that balance requirements with mission objectives.
Lead the development and implementation of procurement policies, procedures, general provisions and related documents, to achieve efficient and effective compliant business operations.
Provide direction, leadership and execution for the following programs - Risk-based self- assessment program that drives improvements in compliance and efficiency;Robust training and development program to improve understanding and quality across the department; Lab’s socioeconomic program, including developing the Lab’s annual small business subcontracting plan and community outreach programs. Lead engagement and negotiations with Legal and DOE as it relates to changes in requirements, policies, and terms and conditions.
Oversee performance and management reporting for the department.
Serve as liaison to DOE, UC Office of the President, Controller, Budget Officer and Laboratory Management and Executives responsible for policy formation and execution.
Engage and influence executives in all levels within DOE, OCFO, University of California and the 26 different divisions within the Laboratory on procurement requirements, policy and procedures.
Facilitate engagements with all internal and external auditing agencies.
What Is Required:
Bachelor’s Degree in Accounting, Finance, Business, or a related field and 10 years of relevant strategic procurement professional experience or the equivalent combination of education and experience.
Management experience and/or equivalent experience leading diverse multi-functional teams.
Supervisory experience to delegate, effectively lead, and motivate diverse multi-organizational teams through complex projects to achieve a common goal.
Comprehensive knowledge of Federal Acquisition Regulations (FAR), procurement policies and practices, and managerial and financial practices.
Excellent analytical skills to interpret complex laws and regulations related to procurement.
In depth knowledge of contracting life cycle (planning, bidding, solicitation, negotiation, award and administration).
Proven ability to re-engineer processes and influence change across multiple organizational boundaries.
Demonstrated oral, written, and interpersonal communication skills that tactfully and effectively establish and maintain strong and effective working relationships with a broad cross-section of senior management and managerial personnel, both internal and external to the Laboratory.
Demonstrated leadership, decision making and problem-solving skills.
What We Desire:
Advanced graduate degree in relevant field and/or relevant professional certifications such as CPM, CFCM, CCCM, or CPCM.
Direct leadership experience working within a governmental agency or another national laboratory
Project management skills, experience with driving process efficiencies/improvements.
Experience with Federal labor compliance or equivalent state and/or local labor law requirements.

This is a full time, M-F, exempt from overtime pay (monthly paid), Career appointment.
This position will be hired at a level commensurate with the business needs; and skills, knowledge, and abilities of the successful candidate.
Salary is commensurate with experience.

Work will be primarily performed at the Office of the Chief Financial Officer (OCFO) — Bldg. 971, 6401 Hollis St., Emeryville, CA; however, travel occasionally to/from the Berkeley Lab Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA is required.
