Responsible for performing technical transit planning work focusing on both short and long-range planning. Assist with federal government transit programs, grants administration and working with project managers to ensure appropriate compliance. The Planner will provide support to project managers, conduct research, compile information, and coordinate with other METRO departments and area agencies to implement METRO’s plans and programs. Assists with all financial obligations of the division including contract management, budget development and forecast. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties:
Conducts required background research and data collection to support recommendations for system development, support on planning studies and pilot projects, state and federal grant applications and related reports.
Provides support in developing scopes of work and schedules, related budget cost controls, technical analysis and coordination, quality control and general project delivery.
Responsible for coordination with Federal Transit Administration (FTA) and their consultants for METRO’s monthly/quarterly reporting along with preparation of those reports.
Coordinates with all project managers to track and report work progress.
Prepares and coordinates all division documents going to the METRO Board of Directors.
Provides assistance with contracts management. This includes invoice review, processing and payment, issuing and managing work authorizations within a contract, working with other budget management mechanisms within the agency.
Coordinates Capital Projects / Environmental planning efforts internally with other departments.
Research and analyze industry trends of development in transit planning, bike & pedestrian planning and alternative mode technologies.
Coordinates interagency activities for specific planning efforts and/or projects.
Represents METRO on specific stakeholder interest and environmental committees.
Responds to public inquiries regarding capital planning projects.
Provides support for development and maintenance of METRO’s Long-Range Plan.
Provides support for development of the Regional Transportation Plan (RTP) and Transportation Improvement Plan (TIP) which allows METRO to pursue federal funding for capital projects and programs
Conducts research and compiles information to respond to Senior Management and Board inquiries.
Promotes safety awareness and follows safety procedures to eliminate accidents.
Performs other job-related duties as assigned.
Bachelor's degree in Environmental, Urban or Transportation Planning or Public Administration or related fields.
College internship experience in planning, technical analysis and coordination, etc. Experience or knowledge in research and data collection, budget cost controls, project coordination desirable.
Ability to interpret technical data, prepare professional reports and perform budgetary analysis. Proficient in Microsoft Office Suites – specifically MS Word, Power Point and Excel. GIS knowledge and skills are desirable. Strong verbal and written communications skills are required. Must be a self-starter interested in improving public transportation. Bilingual is a plus. Valid driver's license is required.
