ResponsibilitiesEnterprise Application is a department within the Information and Technology Division at UC Davis Health that delivers reliable software solutions and services to operational and clinical departments in support of staff, faculty, students, and patients. The department leverages partnerships within IT, Human Resources, Accounting, Supply Chain, Finance, Compliance, Contracts, Research, and other divisions to optimize operational effectiveness. The Technical Project Manager Professional 4 reports to the Manager of the Clinical Trial Management System and Services team within the Enterprise Application department. This position will work on IT projects associated with Financial, Human Resources, Identity Access Management, Payroll, Supply Chain, Clinical, Compliance and other administrative functions. This position is responsible for project planning and management, business and systems analysis, project budgeting, implementation and on-going management of key IT initiatives. Their immediate focus will be the implementation of a new enterprise Clinical Trials Management System. This position will interact with all levels of IT management and staff and will work with a high degree of independence and decision-making. The position will lead the implementation of projects working with cross functional teams, and subject matter experts throughout the delivery process. This includes all aspects of business systems implementation from procurement/contracting, requirements gathering, analysis and design, configuration and test, through deployment and support of various business systems. Highly effective leadership and communication skills to diverse audiences are essential. Applies advanced technical project management frameworks and methods for campus, health campus, or Office of the President objectives to resolve highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. The project manager determines methods, techniques and evaluation criteria to obtain results; and manages projects of broad and diverse scope, size, impact, budget and/or project team size, with considerable impact to the organization.
Bachelor's degree or equivalent combination of education and work experience required.
Extensive project planning, leadership and analysis experience with significant advanced experience as a Project Manager leading large scale IT projects independently is required.
Experience how projects relate to other business strategies and initiatives.
Experience with the cost impact of projects, project tracking tools and metrics.
Skills to analyze complex information or problems in an objective manner and derives logical conclusions to provide a sound basis for establishing priorities, selecting appropriate courses of action for pursuit or recommendations to others, and to resolve.
Excellent communicator; comfortable and effective in opening channels of communication, listening to others, and cultivating a healthy, productive, and ongoing dialogue.
Demonstrated effective writing skills including the ability to analyze data from multiple sources, conduct research, perform analysis of diverse information, and prepare and present meaningful reports and briefs.
Sound understanding of typical vendor provided application agreements for on-going support, maintenance updates, application upgrades, and end-of-product support.
Relevant PM Certification or education (PMP or equivalent) preferred D.
etailed knowledge of Microsoft Project or other project management tools.
Strong foundational knowledge of business applications and hardware technologies (servers, storage, databases).
Academic institution or large integrated health system experience preferred.
Experience with Financial, Human Resources, Supply Chain, Compliance, Clinical and Administrative applications preferred.
Experience with integrated multi-vendor applications preferred.
Experience leading projects with contractors/consultants preferred.
Experience with system interfaces is preferred.
Experience with Request for Proposals (RFPs) is preferred.
Working knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives
Knowledge and understanding of University policies and procedures is preferred.
Candidate must pass a background investigation, drug screening, Live Scan fingerprinting, and medical evaluation clearance.
Occasional travel required within California to other UC locations, or out of state for training and conferences.
Occasionally, with prior notice will need to work nights or weekends to support system go-lives or maintenance events.
