Jacobs is seeking a highly-motivated manager to lead twelve (12) operations and maintenance professionals at the Fort Irwin National Training Center Water Treatment Plant (WTP). The Water Treatment Plant (WTP) Manager is responsible for managing the operations and maintenance (OM) of a state-of-the-art facility, named: Irwin Water Works (IWW). IWW was designed to treat a maximum flow of 6.0 MGD. It consists of an Electro-Dialysis Reversal (EDR) system. The EDR reject water is treated through several downstream processes: Lime softening, microfiltration, reverse osmosis, ion exchange and a mechanical evaporator. The plant has an overall treatment efficiency of 99%. The final product is disinfected with sodium hypochlorite before delivery to the water distribution system.
The Water Treatment Plant Manager is responsible for:
· Managing twelve professionals to include: Seven operators, two mechanics, one instrumentation and controls technician, one lab technician and one utility worker · Providing clients with effective performance in compliance with local, state and federal regulatory agency water quality and solids disposal permit requirements · Leading O&M Safety, Maintenance, Process Control and Sustainability efforts at the plant · Assisting management in reviewing contractor submittals on materials and project design deliverables during capital improvement projects · Participating in the hiring of employees · Planning, organizing and assigning work orders · Developing and establishing work methods and standards · Reviewing and evaluating employee performance and implementing disciplinary actions as needed
· Bachelor’s degree and 5 years of experience at a municipal water/wastewater treatment facility, public works operation; or High school diploma or equivalent and 5 years in a leadership role at a municipal water/wastewater treatment facility, public works operation in lieu of the degree · Three (3) years of experience at a supervisory level working at a municipal water/wastewater treatment facility, public works operation · Possess a valid State of California Grade 3 Water Treatment Plant operator certificate and can obtain a Grade 4 certificate within three years of hire. A one-year grace period will be granted for license reciprocity purposes that can match the State of California Grade 3 Water Treatment Plant operator certification · Possess a valid driver’s license with no major infractions · Proficiency with computer software including but not limited to Microsoft Office Suite
The ideal candidate will possess the following skills and experience: · Ten years of experience at a municipal water/wastewater treatment, public works operation, or industrial treatment plant including experience in project management with responsibility for technical support and financial accountability · Knowledge of methods to reduce operating costs of a treatment plant through efficiency in energy consumption, chemical addition, staffing strategies and solids disposal · Excellent oral and written communications, self-motivation, team-oriented work practices, and strong data analysis & technical problem-solving skills · Possess a valid California Grade 4 wastewater treatment plant operator certification · Proficiency with O&M standard computer software including Hach Wims, Op 10, and Maintenance Connection
