JOB SUMMARY The HSE Inspectors purpose is to complete service level tasks, such as ensuring that personal protective equipment (PPE) and other HSE consumables are available for use, execution of change management processes, sampling plan preparation and execution, reviewing laboratory results against compliance objectives and regulatory standards, conducting pre-regulatory inspections, conducting drills and exercises, hazardous waste profile reviews, project management, and metric collection and reporting.
ESSENTIAL DUTIES AND RESPONSIBILITIES Conducts audits of HSE processes defined by client-specific, and approved programs and standard operating procedures, obtaining metrics based on audits, and providing recommendations for program refinement to improve effectiveness and restocking HSE consumables to ensure protection is available during operational activities. Responsible for change management tasks and services based on client-specific, and approved programs and standard operating procedures. Develops sampling plans based on associated laboratory methodology and regulatory standard and ensure that samples are placed and collected in accordance with client-specific, sampling plans. Transmit samples with chain of custody, following all laboratory specific and methodology required protocols. Review laboratory results from HSE sampling activities to ensure detection limits were applied appropriately and methodology was followed per regulatory standards. Determine if there is an action needed based on review. Prepare draft reports for client review and approval if no detections above standards were identified; however, in the event of an elevated detection, escalate to client functional group program owner to evaluate response actions and conduct follow-up sampling as needed. Conducting pre-regulatory inspection findings close-out walks to ensure resolution of findings has occurred prior to the regulatory agency inspections. Participates and coordinates hands-on training, drills, table-top exercises, and full-scale exercises.
Management of waste profiling, waste identification number creation, waste, materials, and/or recycling shipment arrangements with third-party vendors on behalf of a client account, and manifest management. Management and tracking of participant enrollments in required HSE programs that require tasks prior to working with a hazard, identifying gaps, and mitigating deficiencies were identified. Management of the service ticket system (or similar related project assignment system) and assigned email group distribution lists to allocate, assign, and track work assignments and technical question responses to the HSE team based on client procedures, technical skill set, and work. Manage questions submitted to the HSE team based on technical skill set, and/or functional group oversight. Management of third-party vendor service for maintenance and calibration of HSE equipment utilized in the performance of services on behalf of the client account.
Design HSE systems to collect data for metrics. Data within the system must be capable of being filtered to provide analysis of program effectiveness and identifying areas of refinement; but, yet be flexible to be molded to client-specific requests. Collect metrics, organize data, analysis results, and dashboard data to report information to client for visibility into maturity of HSE program. Acts as a resource to team and account employees as a HSE subject matter expert and establishes cross-functional partnerships with account departments and stakeholders to facilitate understanding and maturity of client's program. Promotes safety consciousness among team, partners, stakeholders, and account employees by providing accurate and informative data, conducting training, participating in program awareness opportunities, giving timely feedback on program questions, and visibly supporting the overall HSE program(s). EDUCATION and EXPERIENCE High School diploma or General Education Degree (GED) required. Minimum four years of HSE related experience. Fundamental knowledge of federal, state and local health and safety, and environmental regulations preferred. Direct experience dealing with regulatory agencies and / or compliance officers is beneficial.
CERTIFICATES and/or LICENSES As required by local authority (if required).
COMMUNICATION SKILLS Ability to comprehend and interpret instructions, short correspondence, and memos and ask clarifying questions to ensure understanding. Ability to write routine reports and correspondence. Ability to respond to common inquiries or complaints from clients, co-workers, and/or supervisor. FINANCIAL KNOWLEDGE Requires basic knowledge of financial terms and principles. Ability to calculate simple figures such as percentages.
