THIS IS NOT AN H1- B OPPORTUNITY ResponsibilitiesThe Finance Systems Manager, Time and Attendance/Payroll Operations (Payroll title: Payroll Manager 1) serves as a Manager in Financial Services for the UC Davis Health System, comprising the Medical Center hospital and clinics, the Primary Care Network, and the Schools of Health. Specifically, the position has management responsibility for appropriate configuration of the time and attendance system to ensure compliance with Union contracts, providing training to employees to ensure proper time recording and compliance with existing policies, ensuring continuity with the Payroll system of record, as well as development of new policy. This position reports to the Controller of the Health System and is directly responsible for ensuring timely, accurate and compliant record keeping of all hours worked by over 10,000 employees, and ensuring proper recording of payroll transactions in the General Ledger. Serves in a leadership position, coordinating and educating operational units on time keeping best practices and system functionality, partnering directly with Human Resources to ensure accurate recordkeeping and compliance with laws, regulations and union requirements, and internal controls are functioning effectively and efficiently. Leadership and collaboration with multiple units ensures compliance with regulatory requirements and internal policies. Analysis of changes to existing policies, or implementation of pending policies will require financial analysis so executive leadership can understand the impact of changes. Builds collaborative, trustful and respectful relationships with constituents in order to build and implement change pertaining to internal controls, existing practices, enforcement of policies and procedures and instilling accountability. Responsibility will also be on providing leadership, vision, and training to operational units throughout the organization which is comprised of 10,000 + employees. The manager supervises and develops a team of 9 - 11 staff, some of which are in a union environment. Enhancing teamwork, motivating staff, development of technical and supervisory skills within the team and building succession plans are a key component of this position. The manager is responsible for ensuring timely, efficient and accurate payment related to payroll activity, totaling over $700 million annually. Required Qualifications
Bachelor degree or an equivalent combination of education and work experience
Expert level Finance, time and attendance and payroll experience
Proficiency in and aptitude for information technology
Experience with financial, human resources and administrative applications
Interpersonal, verbal and written communication skills to clearly and effectively interact with a diverse group of individuals to secure and/or provide information to clarify situations, resolve problems
Skills to independently conduct research, perform quantitative and qualitative analysis of diverse information and ability to prepare analysis and reports in logical format.
Proven ability to provide risk analysis to executive management on possible exposure and mitigations
Proven project management skills with the ability to contribute to or lead a multi-functional team and to assume responsibility for coordination and completion of complex projects requiring interactions with many individuals
Creative and strategic thinker, as well as problem solver; proven ability to see and contribute to the big picture
Proven ability to develop executive summaries, as well as detailed financial and statistical reports, including ability to present findings in a professional and clear manner to senior leadership, based on summarization, analyzing and accurately reporting on large volumes of data from multiple systems
Expertise in business process design and documentation
Strong systems knowledge
Ability to interpret and implement union contract language
Ability to lead and collaborate with different departments to reach consensus
Demonstrated professional level of analytical, statistical and mathematical skills to conduct complex financial analyses
Intermediate Excel skills, including formatting, Vlookups, IFs, and Pivot Tables
Experience and ability in leading assigned projects, analyzing impact and determining additional assessment needs for both downstream and upstream systems
Experience in developing training materials and conducting training sessions
