Oversees the College's Supplier Diversity program (including Minority Business Enterprises, Small Business Enterprises, etc.) and Contract Compliance, assisting the Procurement Director in executing the Supplier Diversity strategic action plan, monitors vendor compliance with established goals, and promotes increased vendor utilization in the purchase of all supplies, services, equipment, and capital construction projects necessary for the operation of the College. Assists the Procurement Director with reviewing and evaluating compliance issues/concerns on renovation and building projects, monitoring grant requirements and ensuring compliance when grant funds are used to procure supplies, services, and equipment. Responsible for developing and managing procurements, evaluating procurement proposals and providing guidance in the ongoing administration and compliance of a variety of existing contracts. The position ensures the Board of Trustees that all prime contractors and subcontractors on college renovation and building projects are following the College code and COMAR regulations.
Bachelors' degree in business, construction management or related area.
Minimum of two years of public procurement or a combination of public and private procurement experience involving contract management/compliance, and/or experience as a construction project manager with strong supplier development, Minority Business Enterprise (MBE), vendor management and contract management experience.
Experience in grant compliance monitoring is highly desired.
Procurement certification in education or public administration is preferred.
Minimum of two years of supervisor experience required.
Must be able to work between the hours of 8:30 a.m – 4:30 p.m; Monday through Friday. The Work schedule is subject to change based on department needs.
Ability to communicate effectively in spoken and written standard English.
