The Health Information Technology (IT) Manager leads in the strategy, implementation, operation, support, maintenance and improvement of the IT infrastructure of the Student Health Center, in addition to the technology support services of the Olinde Career Center. Oversees technology application to ensure the confidentiality, integrity, and availability of information and systems. Effectively utilizes data to improve healthcare outcomes and to enhance student access.Supervises the staff and functions of the Health IT Office to support the operations of both departments in addition to managing all aspects of health information.
25% Researches and recommends technology solutions. Evaluates and procures proposed new technology solutions. Oversees integration, support, administration, maintenance, and disposal of all applications and systems including 250+ endpoints, peripherals, audio-visual, diagnostic imaging, laboratory, electronic health record (EHR), e-prescribing, SMS, interface, immunization compliance, asset and work management, web, system imaging, file, and print server systems. Identifies and oversees system modifications, upgrades,and enhancements to improve IT solutions. Leads in the development, maintenance and operation of the EHR system including electronic forms, provider charting templates, patient portal website, diagnosis and transaction code sets, appointment notifications, appointment scheduling, self-check-in, and medical inventory systems. Creates, tests, and implements patient/provider information workflows.
20% Supervises the Health IT Analyst and mentors several IT student employees. Provides ongoing documentation, education, training and in-service learning opportunities as appropriate. Completes planning sessions and performance evaluations. Facilitates effective communication and fosters a collaborative team environment.
15% Implements and manages appropriate role-based security permissions to systems accessed at, for or through the Student Health Center while providing oversight of system access, security, data capture, and information workflow. Develops, maintains, and processes identity and access management functions while adhering to Student Health Center and university policies.
15% Serves as project manager on assigned projects, facilitating cross-functional teams with an emphasis on quality, productivity, and consistency. Manages IT budget. Creates, maintains, and supports documentation including operating procedures, flowcharts, job-aids, and forms to support consistent and appropriate utilization of technology. Prepares large data sets for departmental needs and assigned projects. Provides reports and queries and conducts work-flow analysis to optimize performance and utilization.
10% Serves as a support liaison between departments and vendors. Facilitates technical consultation with staff, vendors, and LSU Information Technology Services on systems and processes. Coordinates system downtimes while communicating with affected end-users in a timely fashion. Diagnoses problems, evaluates solutions, and communicates resolutions to staff and administration. Continuously works to define, correct, and prevent issues relating to the confidentiality, integrity, and availability of health data and associated systems
10% Oversees and maintains accurate licensing and asset inventories. Supports the development and deployment of unified endpoint system images adhering to documented system configuration standards. Tests and implements Microsoft Group Policy. Administers a Microsoft Active Directory Organizational Unit with more than 100 users and 250 computers.
5% Other duties as assigned.
MINIMUM QUALIFICATIONS: Bachelor's Degree with at least five years experience managing complex IT or similar projects.Experience managing Microsoft Windows Server, Microsoft Active Directory, configuring Microsoft file shares, configuring hosts using TCP/IP, Microsoft Group Policy management.
PREFERRED QUALIFICATIONS: Bachelor's Degree with two years experience managing database applications, and experience working in an ambulatory health care setting. Microsoft MCSA or MCSE certification.
PREFERRED CERTIFICATIONS: Comp TIA Certification, Comp TIAZ A+ or Comp TIA Healthcare IT Technician Certification(s).
SPECIAL QUALIFICATIONS: Ability and willingness to work some evening and weekend hours. Ability to lift 25 pounds.Due to the nature of the position and/or position responsibilities this position shall be subject to drug/alcohol testing in accordance with University Policy 67
