General Purpose Under direction, plans, coordinates and manages the installation, performance, maintenance, training, and usage of daily information technology activities of a college, including implementation of business and instructional systems software, administration of the college's physical and virtual systems and network environment, media resources and the college datacenter infrastructure; provides media resources, user training and onsite customer support; and performs related duties as assigned.
Essential Duties & Responsibilities The duties listed below are intended only as illustrations of the various types of work that may be performed. Plans, organizes, manages, integrates and evaluates the work of assigned IT professional, technical and support staff; with leads and staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards for systems development, systems maintenance, production activities and customer support services.
Manages the performance of assigned staff; interviews and selects new staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; makes compensation recommendations; responds to grievances; approves overtime/compensatory time; subject to concurrence by senior management and Human Resources, takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Administrative Regulations, Human Resources procedures and collective bargaining agreements; performs other activities relevant to supervision of assigned staff.
Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
Interprets, applies and ensures compliance with applicable laws, codes and regulations; remains current on applicable legislative decisions and developments.
Serves on the Technology Advisory Committee and participates in the strategic development, evaluation and implementation of a comprehensive enterprise-wide information technology plan that incorporates accreditation standards for technology resources; serves as technology liaison and works in collaboration with the District Director of Information Technology and other Directors of College Technology Services to identify and prioritize implementation of information technology processes to improve programs and services District-wide.
Consults with college administrators, faculty and staff to evaluate the merits and costs of college-specific information technology and telecommunication projects; establishes priorities, allocates resources, monitors the college's progress of projects and makes adjustments to schedules and scopes of work as needed.
Assesses the current status of technology at the assigned college, researches new technologies and software that would assist in delivering curriculum more effectively and enhance the effectiveness and efficiency of the college's work environment; makes recommendations based on that assessment.
Prepares proposals and bid specifications for the procurement of information technology equipment and college-specific software and services; evaluates vendor proposals to ensure adherence to technical specifications and that expenditures are in the best interest of the college; personally conducts negotiations for the acquisition, lease, modification, installation and maintenance of computer software, hardware and related products to meet college information technology needs.
Develops, recommends, implements, interprets and enforces college-specific policies, procedures, and standards required to ensure the integrity, security, recovery, confidentiality and protection of college technology data, assets, networks and equipment; ensures the development and updating of college systems documentation.
Confers with the Technology Advisory Committee for the purpose of identifying information technology training needs for college employees; participates in the development of training classes, user manuals and job aids, and evaluates the quality and effectiveness.
Oversees training and support for the use of software and hardware for college end users and the online delivery of instructional programs, curriculum and support services, including maintenance and upgrades to Canvas or other software platforms applicable to the assigned college.
Manages the setup and maintenance of college-specific user profiles, access rights, resource allocations and login passwords for areas of responsibility.
Assists in the development of vendor relations for effective negotiation, contract management, implementation, and ongoing support of information technology hardware and software purchases.
Manages the preparation of or prepares proposals and bid specifications for the procurement of information technology solutions related to college-specific technology services; evaluates vendor proposals for purchases of hardware, software and technical services to ensure adherence to technical specifications and that expenditures are in the best interest of the colleges.
Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.
May manage the staffing and operations of instructional computer laboratories to provide assistance to students and others on the use of computer equipment, software and peripherals.
Participates on college and District standing committees as needed and represents the college at local, regional, state and national conferences, meetings, workshops and training seminars.
Prepares reports, makes presentations, and responds to inquiries from administrators, faculty, staff, students, outside agencies, vendors, and the public.
Performs related duties as assigned.

EDUCATION AND EXPERIENCE Graduation from an accredited four-year college or university with a bachelor's degree in computer science, information technology, information systems or a closely related field, and at least four years of information technology management, two years of which must have been in a supervisory capacity; or an equivalent combination of training and experience.
Experience with network and server administration is preferred. Recent experience with instructional technology is highly desirable.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
