Under the guidance of the Emergency Management Director, develop and maintain comprehensive emergency management and business continuity plans and response initiatives that support the University of Texas at Arlington. The position requires significant contact and coordination with internal faculty, staff and students as well as external partners at the local, county, state and federal level. This a security sensitive position that will require a criminal background check. The position may be required to work during non-business hours including nights, weekends and holidays.
Develop a comprehensive university-wide planning program that includes mitigation, preparedness, response and recovery plans and procedures consistent with the National Incident Management System (NIMS) and the Incident Command System (ICS). Review, evaluate and update UTA emergency response and business continuity plans. Assist in developing Emergency Operations Center activation procedures, processes and position-specific checklists. Help develop after action reports (AAR) to include lessons learned and recommendations. Collaborate with internal stakeholders, to develop, maintain and implement the University's emergency management and business continuity plans. Assist with the development and delivery of emergency preparedness training for campus public safety, faculty, staff and students. Coordinate with and maintain collaborative interactions with local, county, state and federal partners. Design, coordinate and conduct emergency management training exercises that include drills, tabletop, functional, and full-scale exercises. Assist with the creation and coordination of the University's Building Emergency Coordinator (BEC) Program. Serve as Duty Officer which requires 24/7 availability, on a rotational basis. Responds to campus emergencies and assist with large scale special events during non-business hours; including nights, weekends, and possible holidays. During EOC activation’s, provide management and leadership serving in various roles within the EOC’s structure. Assists with response and recovery efforts during and after incidents affecting the university. Represent the Office of Emergency Management at meetings and conferences. Perform other duties as assigned.
Bachelor’s Degree in Emergency Management, Business Administration or related field.
Five (5+) plus years professional experience developing emergency management or homeland security plans, policies, protocols, and procedures.
Completion of specific courses: Professional Development Series, ICS 100, 200, and IS 700 and IS 800.
ICS 300 and 400 must be completed within the first 12 months on the job.
This position will be expected to respond to the EOC for emergencies.
Strong written, verbal and interpersonal communication skills with demonstrated ability to effectively communicate to and with diverse range of stakeholders.
A valid Texas driver’s license.
Master's Degree in Emergency Management, Business Administration or related field.
Five (5) years of experience in developing and implementing emergency plans, policies and procedures, combined with strong and effective communication, project management, facilitation, team-building, collaborative planning and engagement skills, and EOC operational and leadership experience.
Proven skills and success in developing emergency plans, policies and procedures, in addition to program/project management, teamwork, plan development, organizing, facilitating, leading, and collaborating with various stakeholders.
Actual experience in managing some major aspect of emergency response in an Emergency Operations Center setting.
