The Program Manager is responsible for project and technical coordination and execution for multiple internal and external customers, contracts, and programs. The Program Manager will work with the technical and financial teams to execute the completion of all program management deliverables, including project plans and research schedules, intelligence reports, progress reports, software life-cycle development deliverables, etc. This role is responsible for program management and working closely and coordinating with project and shared staff directing the work of program resources.
Master's Degree in Technical field or a related discipline.
10+ years of combined program management, financial administration or equivalent experience both in the government and in industry.
5 years of Program Manager experience.
Demonstrated knowledge of research and development business and procurement transactions including, but not limited to: AFRL, DARPA, ONR, LCMC, ARO, SOCOM, and AFOSR, industry and many other government and industry research and development organizations.
Demonstrated expertise in responding to R&D requests for proposals (RFP) and the development, management, award and execution of innovation contracts and teams.
Familiarity with appropriate procurement processes, opportunities, and vehicles based on statewide and national market resourcing, capability and contracting strategy analysis.
Expertise in program and project management of project portfolios exceeding $15M in value.
Active relationships with external network of industry and government bodies to gather leading practice insights and discuss new trends and directions and unique teaming opportunities.
Strong analytical ability.
Must be able to obtain a TS/SCI clearance
A solid understanding of revenue recognition, EAC development, and related program accounting principles.
Strong organizational skills needed to handle multiple task/projects and to work independently.
Ability to analyze problems for root cause and implement corrective action.
Effective written and oral communication skills are also required to work well with all levels of staff and managers.
Possess strong spreadsheet and analytic skills and experience with scheduling tools, as well as, detail oriented with strong math and analytical skills.
The ability to work issues independently and possess good interpersonal and communication skills.
Requires word processing, electronic spreadsheet, and Program Management software (e.g., Microsoft Office Suite) knowledge.
Ability to comprehensively grasp big picture expectations within everyday activities is essential.
Enterprise wide web-based project management and workflow tools experience.
Task order and ROM pricing development experience.
Working experience with Microsoft Project, Deltek, VersionOne, or other program management tools.
Proven experience with Grant or Proposal writing.

40% Lead the planning and execution of contract resources applying appropriate methodologies and processes to deliver quality and timely solutions in support of WSRI programs.

30% Oversee all program research and budget development, management, and review
Manage large acquisitions programs and teams, to provide technical execution and guidance. Ensure schedule adherence, budget planning, and tracking.
Oversee task order management, funding transfers, and security issues.
Responsible for leading and supervising a large subcontractor team.
Program onsite manager overseeing budget management, funding transfers, and proposal management.
Responsible for leading a team of 2 full-time, direct charge, special contract employees performing work under these contracts as well as 2 student employees and multiple sub-contract and consultant relationships.
Special contract terms and conditions of employment will apply. Length of contract is one year, renewable, contingent upon funding.
