Bachelor's degree (foreign equivalent or higher). Three (3) years of full-time progressively responsible purchasing experience. Supervisory experience. Project Management experience.
Master's degree (foreign equivalent or higher). Purchasing experience at a public institution. Purchasing experience at a University or college. Experience with MWBE requirements. Experience with strategic resourcing.
Brief Description of Duties:
The Purchasing Manager is responsible for the management of the buying staff which includes but is not limited to Purchasing Agents, Assistant Purchasing Agents, Purchasing Clerks, Clerical Specialists, etc. The successful incumbent must have excellent written and verbal communication skills, ability to plan and prioritize work, and exceptional organizational, analytical and problem solving skills with a strong attention to detail. The candidate will be responsible for the following responsibilities:
Review, assign and monitor workload of State purchasing staff and provide assistance to staff, as necessary, for problem resolution.
Understand State purchasing policies and procedures and communicate, educate and insure that State purchasing staff are knowledgeable of and that procurements are conducted in accordance with policies and procedures. Emphasize staff skills development.
Manage buying staff to maximize, to the extent possible, purchases from NYS Certified Minority & Women-Owned Business Enterprises and Service Disabled Veterans (SDVOB). Participation in MWBE and SDVOB outreach events to develop potential new sources of supply for the campus.
Manage the processing of large dollar value and more complex purchasing transactions directly.
Meet with user departments on a regular basis and provide assistance, guidance and instructions in the preparation of requisitions, bid specifications and IFBs/RFPs.
Work directly with user departments, as necessary, to support new initiatives and products, as well as new directives and mandates as promulgated by the Campus and NY State.
Manage capital equipment projects for new buildings and maintain accurate procurement record documentation.
Manage supplier cost, quality and delivery performance while maintaining/developing adequate source of supply.
Assist in the identification and development of strategic sourcing plans with the Strategic Sourcing Group.
Assist with Procurement Dept. training for the Campus (both annual and ad hoc training to Departments) regarding the responsibilities of the State Commodities section and instruction on procurement policy/process. Participate in other opportunities as they arise to represent the Campus, e.g., community outreach (Chamber of Commerce presentations, etc.)
License and Maintenance Agreements - Review/negotiation of license agreements for Library related database subscriptions, as well as various agreements that come with the procurement of commodities, e.g., negotiate maintenance agreement with the purchase of new equipment.
Other duties or projects as assigned as appropriate to rank and departmental mission.
This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
