Director, Global Financial Crimes PMO Regional Team Lead

Reporting into the Regional Head, Centers of Excellence (CoE), APAC within the Global Financial Crimes Division (GFCD), this new position has been created for the purpose of expanding the GFCD Operations Project Management capabilities for the Financial Crimes Office, Asia (FCOA).
One of several key leadership positions in the APAC CoE function, this position will be responsible for leading a team that (1) successfully leads the planning and execution of GFCD programs in FCOA, (2) drives the program delivery framework and deployment channels for cross-program implementation (Global Roll-Out, CoE, GFCD Regional Build, Technology, Data Governance) on a regional and country basis to ensure consistency with the global model (3) coordinates with GFCD partners and other functional teams to deliver consistent and efficient process/platform enhancements, providing hands-on support and issue escalation as needed, (4) establishing and maintaining communication, agendas and resolutions consistent with GFCD global framework. The incumbent is responsible for providing leadership and oversight to ensure a globally consistent effort that enables continuing improvement to the project management capabilities in FCOA and further mitigate potential financial crime.
Driving transformation programs to ensure consistency, coordinate process change, priorities and sequencing.
Direct and indirect management responsibilities of regional project management resources and other project team members.
Responsible for all aspects of talent management; performance reviews, succession planning, employee development.
Program planning and forecasting of project schedules and budget
Intended outcomes of the change is successfully delivered on time and on budget.
Ensure all aspects or change, including people, process, and technology, are effectively accounted for and managed.
Define and maintain process and documentation for program activities (planning and execution) while leveraging organizational and enterprise standards.
Leveraging industry, enterprise, and organizational standard methods, drives change management strategies and tactics for projects within the assigned program.
Partnering with other groups as necessary to ensure projects are effectively/efficiently delivered, change is appropriately adopted by impacted user communities, and interdependencies across projects and other large scale change events are effective managed.
Hands-on leadership, mentoring, coaching and process subject matter expertise to regional project managers and project support personnel.
Responsible for resource planning, recruiting/hiring/onboarding, development, and performance management for all project team members within the GFCD PMO.
Ensure regional project managers and teams leverage the required enterprise and organizational change execution and project delivery methodologies, disciplines, management routines, and systems of record.
Understands, effectively manages, and holds regional project managers accountable in managing all Actively manages project budgets through completion.
Understands impact of project timelines on budgets and proactively works to contain costs and accurately reflect spending.
Perform various reporting tasks to summarize, roll-up and create a comprehensive view of the GFCD Program/Project portfolio consisting of both IT and non-IT components, financial planning, project budgeting and project expense tracking.
Proven experience applying program and project management and process improvement best practice techniques and tools on large scale projects to deliver for clients.
Strong working knowledge of project management techniques around regulatory requirements for financial services.
Effective and experienced in resolving and/or escalating issues in a timely manner. Understands how to and has experience in communicating difficult / sensitive information effectively and professionally. Must be effective at critical thinking, analytical assessment, and problem solving while ensuring an appropriate attention to detail.
Strong organizational skills and ability to communicate effectively (both written and oral) to all staff and management levels.
Sound working knowledge and experience using and applying process improvement best practices and techniques / methodologies in a structured project environment
Working knowledge and proven experience working in a complex implementation environment. Has the ability to communicate effectively with business, operations, process and technology partners.
10+ years Program & Change Management experience and/or
5+ years financial industry experience and/or
5+ years of progressive process improvement experience
4-year university degree, MBA in related field is a plus
PMP certification is a plus
ACAMS certification is a plus
Experience interfacing with banking regulators and enforcement staff
Thorough understanding of an effective project management framework
Demonstrated ability to manage multiple projects simultaneously
Proven managerial skills necessary to successfully administer a core support and critical regulatory relationship function within a diverse organization and effectively coordinate between multiple business and support units
The ability to interact effectively at all levels of the organization, including Bank staff, management, directors and regulators
Ability to work autonomously and initiate and prioritize own work
Ability to work with teams of project managers
Solid judgment, strong negotiating skills, and a practical approach to implementation – including knowledge of Bank systems
Ability to balance regulatory requirements with the best interests of the Bank and its customers
