To ensure that EMEA's anti-financial crime laws, regulations and guidance are incorporated into the firm's global and local AML and financial crime policies and to ensure relevant employees are aware of regulatory changes impacting the firm; and
The role is required to support the EMEA MLROs and the Chief AMLO in the discharge of their regulatory obligations to design and implement risk-based policies and procedures, training that meet all applicable financial laws, regulations and industry guidance within the EMEA jurisdictions in which State Street operates.
The role will interact on a day to day basis with all of State Street's regulated legal entities in the EMEA region and also with the Global AML Policy Team in Boston.

Working with the Global Policy Team in Boston on behalf of EMEA Head of AML, the in-country MLROs and AMLOs across EMEA be responsible for ensuring that the AML Toolkit at State Street is designed, implemented and reviewed to take account of local and regional financial crime regulatory requirements. The toolkit includes the: (1) AML and Sanctions Policies; (2) Standard Operating Procedures (3) KYC Matrix (4) Customer Risk Rating Methodology. Be responsible for tracking, analysing and carrying impact assessments and provide expert advice on new regulations, enforcement actions and consultations to ensure that our AML Toolkit is in compliance with the EMEA regulatory requirements and best practice. Be responsible for ensuring that new policies procedures and guidance that affect EMEA are communicated effectively through circulars and training etc. Design and oversee EMEA's role based training framework in partnership with the global team. Deputise for the UK MLRO and other regional MLROs at working groups and forums (internal and external) about policy initiatives, consultations, legal regulatory changes. Provide leadership and direction to UK senior management and the Compliance/AML function (and keep them informed) on the conduct of emerging themes in, including via the provision of regular reporting through the EMEA and UK Financial Crime Sub-Committee and related working groups. Lead the development and execution of communications and training strategies that are designed to maintain the competency of management and staff in the EMEA.

Demonstrate strong leadership and people management skills to develop subject matter expertise in the EMEA AML laws and regulations within the EMEA AML Compliance function.
Be responsible for management oversight of the governance and oversight function within the EMEA AML Compliance Team.
To degree or equivalent level, preferably with a legal qualification, or proven experience drafting global compliance policies (or similar).
Strong advocacy and expert drafting skills - preferably as legal advisor, or equivalent
Proven experience in the design and implementation of financial crime policies and procedures in a globally regulated financial services firm
Experience at managing, motivating and developing junior staff in a financial crime compliance, or legal function
Skilled communicator, particularly to senior management and proven experience in the delivery of financial crime training at all levels in an organization up to Board level
In-depth knowledge of UK, EU (4, 5, and 6 MLD) and Middle East laws, regulations and legislative and regulatory processes/expectations relating to AML and financial crime, with a good knowledge of how they compare to equivalent rules in the US
Proven interpersonal, communication, project management and leadership skills
Demonstrated problem solving, managerial and decision-making skills
Ability to work independently and adapt quickly in handling multiple/evolving tasks as a result of new engagements and/or re-prioritized deadlines
Ability to influence and build consensus
Excellent oral and written capabilities with desire to actively participate in industry events and assist with the development of policies
Capable of building, developing, motivating and leading high-performing teams
