Contract Administrator will administer both Domestic and International contracts. Ensures proper contract compliance and protection of GD-OTS interest in both contract and proposal matters. Post contract awards and changes into Contracts Data Base; maintain contract files both electronically and in hard copy per operating procedures. Responsible for adhering to the U.S. Government laws, rules and procedures concerning the Federal Acquisition process (FAR). Prepares and submits proposals in coordination with the Proposal Action Form (PAF) system. Ensure compliance with meeting all ITAR and Export Compliance regulations.
Major Position Responsibilities
Provides inter-division, U.S. Government, and other customers with the official vehicle for both receiving contracts and contract changes, maintains contact files that includes contract or pricing information, schedule and performance data for those contracts assigned and communicating with internal customers current contract status and contract requirements.
Ensures, through personal review of all assigned proposals that all Federal Acquisition Regulations (FARS, DFARS, and etc.) or other applicable regulations are adhered to so that defective pricing actions and/or adverse publicity does not occur. Interface with GD-/OTS Division Legal as required on any new or unusual terms and conditions.
Develops final proposal drafts for submission to customer while securing the most favorable terms and conditions for GD-OTS. Negotiates proposals, contracts, modifications, changes or other contractual requirements within stated grant of authority.
Reviews signatory papers passing between GD-OTS Marion location, its customers and outside agencies for assigned contracts and proposals to ensure that all commitments are legal and within corporate ability to achieve. Ensures that the assigned contracts with the U.S. Government and other customers are administered in compliance with all applicable specifications and other contract requirements.
Maintains a thorough understanding of contractual practices and obligations regarding contract implementation and compliance.
Facilitates prompt payment of delivered items, expedited settlement of claims, and timely negotiation of changes.
Conducts timely contract closeout activities and ensures contracts are properly documents, and organized in order to be placed into document retention per corporate guidelines.
Function as and assist in Program Management of Contracts & Programs as assigned by Manager.
Maintains an understanding of procurement regulations and contracting principles including the latest Government regulations, standards and procedures sufficient to administer the contractual aspects of all assigned contracts.
Maintains a familiarity of commercial business practices and regulations, i.e. the Uniform Commercial Code, adequate to administer commercial contracts.
Maintains an understanding of related disciplines and functions involved in the Marion locations businesses and their interrelationships with the requirements of assigned contracts.
Eligible to obtain appropriate security clearance.
Bachelor degree in business related field (i.e. Business Administration, Accounting, Finance, etc.)
5-7 years contract related experience
Understanding of Federal Acquisition Regulations (FAR) required.
Knowledgeable program controls, manufacturing methods and related practices is preferred.
Maintain ability to utilize personal computer and related software programs to execute contract assignments.
Basic computer skills: Word, Excel, PowerPoint and Project Management required.
Due to BAFTE and ITAR compliance, candidate must be a US person.
