Under the general supervision of Senior Director of Planning, Design and Construction, the Director of Planning is responsible for managing the major and minor capital projects through successful completion of planning and design phases (up to the construction drawing development). This position plays a key role in the campus capital outlay program which prioritizes projects required for the build-out of the campus master plan; and assists the Sr. Director in coordinating all aspects of the major and minor capital projects with the Chancellor's Office. The incumbent works collaboratively with key stakeholders within and outside of the campus community.
ESSENTIALDUTIESANDRESPONSIBILITIES include, but are not limited to, the following:
Supervision, Leadership and Coordination of Work: Supervises the Planning Team members. Schedules, coordinates, and supervises and works with one or more groups or crews. Supervises and mentors others. In conjunction with the Senior Director of Planning, Design and Construction, establishes expectations, goals, and objectives for direct reports; evaluates employee performance, and develops staff. Cooperates with other Directors, Associate Directors, Managers, and Leads/Supervisors within the department sharing assigned resources to maximize overall departmental capabilities and productivity. Provide instruction and training direction to staff. Interfaces with customers relative to pending work requests to clarify scope and schedule. Uses sound judgment in prioritizing work, seeks management guidance on questionable or particularly challenging requests. Communicates with customers by making personal visits, telephone and e-mail.
Manages stakeholder engagement and development of project scopes. Represents campus end-users, project clients, campus technical staff, and the university community on all assigned capital projects. Ensures all project scopes reflect approved stakeholder input and ensures decision-making process documentation.
Works closely with planning staff and oversees consultants producing technical studies, licensed architects, engineers, CAD and GIS professionals whose work supports the scope development and ultimate designed project. Ensures projects are designed to the highest sustainability standards and integrates with existing and proposed campus wide systems. Ensures project is consistent with all campus plans, design standards, environmental requirements, sustainability commitments and has been reviewed by campus technical experts.
Works collaborative with the University Architect to ensure scope implementation is carried through schematic design and construction documentation phases. May oversee, but reviews schematic and construction documents, and any changes, to ensure scope consistency throughout the drawing development phases. Presents analysis and staff recommendations via clear and concise reports, presentations, correspondence and other written materials. Assist the University Architect in developing the architect/consultant Request for Proposal/Qualifications and interview selection criteria to help the campus best achieve project scope.
Works with staff to develop a single source of prioritized and categorized projects for application to various funding sources, especially the Chancellor's Office 5-Year Capital Improvement Program (CIP) submission. Supports development of an annual transparent CIP process by providing timelines, approvals and potential funding source strategies.
Assists Senior Director with coordination and input to the Chancellor's Office Facilities Planning unit for all physical planning activities/capital outlay projects from program conception to construction completion.
Participates in university task forces and special projects as required.
Performs other job-related duties and special projects as assigned.
Knowledge, Skills and Abilities: Knowledge and skill in facilities planning, creating project designs, and overseeing contracts for both the design and construction phases of a project. Working knowledge of architectural services, estimating, architecture and construction management.
Knowledge in project management including research and analytical methodologies. Ability to interpret and integrate complex data and information. Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations. Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects. Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the California State University (CSU) system. Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.
Skills: Technical skill in creating and evaluating project designs, reading and interpreting specifications, drawings, surveys and studies. Excellent management, administrative, organizational and interpersonal skills with demonstrated experience in managing multiple complex projects and diverse teams. Good oral and written communication skills in all media. Team-oriented and collegial management style.
Minimum Qualifications: Bachelors degree from an accredited college or university in Planning and five years of work experience in project planning, design, and management with at least three years leading and/or supervising the work of others; or any combination of education and experience required to perform the essential duties and responsibilities and the Knowledge, Skills and Abilities listed above.
Prior experience planning, design, and construction project management experience. General knowledge design guidelines, form based codes and practices, architecture, civil, structural, mechanical and electrical engineering. Ability to read, analyze, draw, and critique plans, as well as the review construction specifications for project review purposes. Possession of excellent written and verbal communication skills. Ability to work in a fast paced office environment with time sensitive deadlines.
Preferred Qualifications: Advanced degree from an accredited college or university in Planning and ten years of work experience in project planning and/or design. Ten years leading and/or supervising the work of others; or any combination of education and experience required to perform the essential duties and responsibilities of the Knowledge, Skills and Abilities listed above. Knowledge and experience with various computer software, including Geographic Information Systems and AutoCAD. American Institute of Certified Planners (AICP) certification. Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs.
