Job Summary/Basic Function: Reporting to the Associate Vice President and Chief HR Officer, the Director HRIS will oversee the HRIS team responsible for the development, implementation and maintenance of HRIS systems and functions; HRIS reporting and analytics; administering time and attendance software and all personnel transactions. In addition, the Director will review systems and procedures, identify and implement process improvement and best practice initiatives for core HR functions. The Director HRIS is a leader as well as hands-on technical expert for HRIS and will help build and execute a technology roadmap that balances the strategic and operational needs of HR.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES: • Provide overall leadership for the Human Resources Information Systems (HRIS) function with a focus on Process Improvement, HR Reporting and Analytics, and Compliance. • Oversee HRIS team responsible for processing all personnel transactions at Teachers College (TC) including all activities that occur during an employee’s life cycle from on-boarding through separation. • Optimizes HR technology systems to meet workflow requirements creating opportunities for automation, reduction of manual processes, and enhancements that help drive accuracy. • Direct the operations of Teacher College's human resource information systems (HRIS), talent management suite (PageUp) and benefit administration (BenefitFocus). • Oversee quality assurance of all personnel transactions and ensure adherence to TC policies and procedures. • Monitor federal and state regulatory changes and their impact to HR systems and works closely with CHRO, HR Directors and Managers to ensure compliance with all regulatory reporting. • Analyze business requirements and determine hardware and software requirements to meet data management needs and ensure the integrity of internal database files, tables and reports (including compliance reports and ad-hoc data requests) and HR metrics. • Evaluate current and proposed operational systems and lead the design and implementation of operational policies, objectives, and initiatives. • Develop best practice and maintain regulatory compliance, including compliance with multiple Collective Bargaining Agreements. • Co-lead (with the Director of Disbursements) a cross-functional team with members from HR, Finance and IT to maintain and develop processes and integrations that will create a best in class HR technology platform. • Oversee the development and implementation of end user training and product enhancements. • Perform special projects and related duties as assigned.
Minimum Qualifications: • Bachelor's degree or the equivalent in education, training and experience required. • Minimum 5+ years of progressive human resources management experience. • Deep knowledge of the HR and HRIS functions and solid knowledge of the overall departmental function. • Supervisory experience in HR in a complex organization required (preferably higher education). • Demonstrated ability in a variety of competencies including: project management, process management/improvement, analytical thinking • Ability to work with changing priorities and with multiple projects. • Strong written and verbal communication skills, including a high level of attention to detail and active listening skills. • Ability to inspire ones team to fulfill organizational and personal goals and objectives. • Ability to work closely and effectively with a diverse group of College administrators, including senior HR, Finance and IT staff. • Ability to negotiate and influence others are essential.
Preferred Qualifications: • A Master’s degree in Human Resources Management, Organizational Development, or a related field. • Experience with Ellucian’s Banner Human Resources/Position Control, PageUp People’s Talent Management Suite and/or other HRMS.
