Primarily involved in planning, negotiation and issuance of taxable and tax-exempt debt including but not limited to coordination with investment bankers, financial advisors, bond counsel, underwriter’s counsel and commercial loan officers. Responsible for coordination of all system cash management, debt covenant compliance, debt service payments and investment management monitoring. Monitors all system cash collection and disbursement activity. Transfers cash between internal (Geisinger) entities and external entities (vendors, custodians, master trustees, financial institutions) domestically and internationally.
Maintains cash balances in multiple operating accounts to meet system and individual entity liquidity needs recommending transfers between operating and longer term investments to maintain balances within system policy guidelines. Responsible for system and entity cash flow forecasting model. Responsible for the operation of multiple bank and master custodian software applications. Ensures individual entities and system are in compliance with debt covenants and documents. Pays all debt service to and collects all debt reimbursement from bond trustee. Maintains financial statement ratio analyses for senior management and rating agencies.
Monitors investment activity of Chief Investment Officer firms and investment consultant. Tracks asset allocation for system investments. Transfers all investment funds to and from master custodian/trustee. Maintains and analyzes investment performance and asset allocation data for the system.
Provides project management for treasury-related system projects. In the absence of the Director, Treasury Operations, acts as the primary contact / resource for Treasury Operations staff, internal and external department customers.

Demonstrates software experience in spreadsheet application (prefer Excel), word processing application (prefer Word), database application and graphics application (prefer PowerPoint).
Demonstrates the ability to interpret compliance regiments established by corporate policies, state and federal laws and regulations and debt-related covenants.
Demonstrates the ability to interpret multiple FASB statements, pronouncements and other GAAP issues in order to advise management regarding appropriate treatment.
Education and or Experience:
Bachelor's degree in Business Administration with emphasis in Accounting or Finance
required. Minimum seven years related experience in cash, debt, investment, and/or treasury management function in a corporate or financial institution required.
Associate's degree in Business Administration with emphasis in Accounting or Finance
required. Minimum ten years related experience in cash, debt, investment, and/or treasury management function in a corporate or financial institution required.
Strong understanding of complex investment and debt compliance requirements for not-for-profit, for-profit and offshore captive insurance companies.
Certified Treasury Professional or Certified Public Accountant or relevant Master's level degree required (may be substituted by minimum three years additional relevant experience above seven-year minimum requirement).
Work is typically performed in an office environment.
