SUMMARY: Under the general supervision of the Manager, Financial Services, the Financial Services Associate performs clerical duties in support of the activities of the department and staff necessary to process and maintain complete and accurate accounting and procurement records. Assigned duties include attending meetings, taking minutes, developing and distributing department correspondence, preparing required reports, maintaining records and files, coordinating meetings, preparing accounting schedules, performing accounting duties and other detailed duties as assigned for the Financial and Procurement Services Departments.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Completes assigned balance sheet reconciliations including account reconciliations for inventory, mileage, accounts payable, purchasing card (P-Card) transactions, and enters department employees' time records for payroll processing. Prepares agendas, attends project meetings, sets up conferencing equipment, and records minutes of meetings for senior management and financial audits. Records and issues project numbers to authorized personnel and forwards required information and reports to project managers, reviews open projects, tracks capital project approvals, and coordinates with project managers to ensure timely closeout of projects. Generates reports for processing closeout of projects and enters data into the financial system for continuing property records. Creates, maintains and reconciles supporting documentation for Federal Emergency Management Agency (FEMA) project charges. Prepares Work Order Inventories for Board approval and submittal to Rural Utilities Service (RUS). Generates monthly reports after financial close and prepares a PowerPoint presentation for monthly Board meetings. Creates contract files, ensures that all invoices related to contracts and contract retainage are correct, and tracks contract retainage. Prepares documents for the annual budget preparation using Excel and PeopleSoft and provides department support by running budget reports, assigning budget numbers for projects, assisting with the budget PowerPoint presentation, and binding and distributing the budget manuals and final budgets. Compiles information for loan application preparation and gathers information for audits.Prepares file folders and performs departmental filing, typing, copying, scanning, shredding, stuffing, binding and sorting as needed by staff, prepares correspondence and composes routine correspondence for signature, proofreads data entry of various reports, aids staff in resolving discrepancies, and answers and directs incoming calls for WFEC. Processes daily deposits and maintains the spreadsheet and documentation for backup and prepares and gathers documents for implementation and on-going support of the Documents Management system.Backs up daily corporate mail delivery to all departments as needed, opens and delivers daily mail for the Procurement Services Department.Assists the purchasing agents with receipt accrual reconciliation and assists in compiling and tracking contracts.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required of this position.
Education and Experience: A high school diploma or equivalent and three (3) years of office, secretarial or clerical experience, including the use of a personal computer and Microsoft Office applications, are required. A Bachelor's degree and an understanding of accounting and procurement procedures are preferred.
Language Skills: Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence. Ability to orally communicate information effectively in one-on-one situations to fellow employees and outside contacts.
Math Skills: Ability to add and subtract and to multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent.
Reasoning Ability: Ability to apply common sense understanding to carry out detailed written or oral instructions. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills: Experience using a personal computer and Microsoft Office Suite, including Word, Power Point and Excel, are required.
CERTIFICATES, LICENSES, REGISTRATIONS: This position requires a current driver's license.
WORK SCHEDULE REQUIREMENTS: This position normally works a weekday schedule but may be required to work overtime. This position will be required to work between multiple WFEC locations on a weekly basis as needed.
