The person hired for the position of Environmental Specialist will lead complex environmental construction and operating permitting projects and provide environmental compliance support to 3M facilities and divisions across the US and globally.
This position provides an opportunity to transition from other private, public, government or military environments to a 3M career.
Primary Responsibilities include but are not limited to the following:
Analyze U.S. Environmental Protection Agency (EPA), state and local regulations to determine applicability and/or permit implications, identify facility-specific compliance requirements, and facilitate implementation.
Coordinate necessary actions to prepare and submit environmental permit applications including (but not limited to) emission calculations, emission source information, and air dispersion modeling.
Identify strategic flexible permit provisions based on current and future plans for operations and legal requirements.
Negotiate permit terms with agency staff and obtain environmental permits in a timely manner for 3M operations.
Analyze environmental compliance requirements, communicate them to facilities, and provide support to those facilities to develop strategies and systems to maximize operational flexibility and ensure compliance.
Develop and maintain relationships with relevant agency staff and engage as appropriate to resolve ambiguities or non-compliance with regulations or permits.
Design and implement improvements to permitting and compliance programs, in cooperation with 3M technical experts.
Lead and participate in global environmental audits of 3M manufacturing sites, applying technical and regulatory expertise for program improvement.
Possess a Bachelor's degree in a science discipline (completed and verified prior to start) from an accredited institution
Minimum seven (7) years of combined experience in environmental permitting and/or regulatory compliance as it applies to air, water, and/or waste (private, public, government or military)
Minimum five (5) years of experience working directly with U.S. Environmental Protection Agency (EPA) Clean Air Act (CAA) regulations
Bachelor's degree or higher in Environmental Engineering, Chemical Engineering, Civil Engineering, Mechanical Engineering or related discipline from accredited institution
Minimum five (5) years of experience interpreting and managing U.S. environmental industrial regulatory compliance
High attention to detail, with process-oriented view and ability to document conclusions clearly and concisely
Strong interpersonal skills and ability to maintain good working relations with clients. Ability to communicate with varying levels and functions within the organization as well as in one-on-one, small groups, and large audience settings.
Minimum of six (6) years of experience with project management and prioritization skills; demonstrated self-starter with the ability to multi-task
Minimum one (1) year of Lean Six Sigma/Quality Improvement experience
Demonstrated ability to develop into a new position via acceptance of coaching, mentoring and networking to strengthen knowledge and expertise
Experience managing air permitting projects for complex industrial operations involving New Source Review (NSR)/ Prevention of Significant Deterioration (PSD), New Source Performance Standards (NSPS,) and National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations
Experience interpreting state-specific air permitting regulations (several different states is preferred)
Ability to understand and apply analytical and statistics tools
Experience leading factory compliance activities related to pollution control equipment and leak detection and repair
Experience leading a global cross functional team
Microsoft Office proficient, various database applications a plus
Location: Maplewood, MN
Travel: May include up to 30% domestic/international
