The Office of the University Controller provides system-wide strategic oversight of financial accounting and operations. The office serves as an effective financial steward for CUNY by protecting and preserving its assets using financial risk management, maintenance of accurate financial records and ensuring compliance with regulations.
CUNY seeks an experienced University Director of Tax Policy and Compliance. Reporting to the University Executive Controller, the Director oversees and manages the University's tax policy, compliance and strategy. As a senior finance professional representing the University's Central Office, the University Director of Tax Policy and Compliance serves as the University's primary tax expert providing timely and accurate information so that the senior leadership can make informed decisions.
Principal responsibilities include, but are not limited to, the following:
Develops policies and procedures and provides training to University community, including college campus and other personnel, on relevant tax issues.
The Director analyzes and interprets tax laws; and provides written guidance, training, and advice to central office units, colleges, and related entities on tax related matters.
Responsible for gathering data and preparing some of the tax filings for the University, such as the 990T and other related filings.
Reviews and compiles documents and conclusions and ensures proper preparation and timely submission and compliance with applicable federal, state and local tax rules, regulations and procedures for the required tax filings
Collaborates with CUNY Central Office and college staff to identify, research, and recommend solutions to tax compliance and reporting matters that impact the University and its related entities.
Provides tax related guidance and advice to Central Office units, colleges, and related entities
Recommends improvements in internal controls related to tax compliance matters, and implements a measurement and review process to ensure tax compliance controls are functioning as intended.
Researches and communicates ongoing tax law changes. Analyzes new tax rulings that arise and establishes methodologies for implementing changes to ensure compliance as well as communicating new requirements to all relevant parties and provide other necessary training and written guidance.
Analyzes and evaluates tax implications of business transactions.
Acts as liaison and negotiates with the Internal Revenue Service, NYS Department of Taxation and Finance, and, in conjunction with the CUNY Office of General Counsel, NYS Office of the Attorney General – Charities Bureau, when needed.
Acts as liaison with the University's external accounting firm on tax-related matters and required tax filings.
Reviews and understands procedures performed in and tax positions taken by other organizations.
Performs related duties as assigned
Bachelor's degree in Accounting or Tax and eight years' relevant experience in administering and leading Tax Policy and taxation required.
MBA, Master of Taxation, JD, or LLM in Taxation and at least two years in tax policy or compliance preferred.
Active CPA license or Enrolled Agent designation and knowledge of tax laws, regulations and filing procedures preferred.
Strong knowledge of tax laws (including payroll taxes and accounting principles and practices applicable to complex not-for-profit organizations especially higher education related).
Strong analytical skills, critical thinking, attention to detail, effective verbal and written communication skills, sound judgment and decision-making.
Ability to multi-task and prioritize assignments in a fast-paced, deadline driven environment.
Proficiency with Microsoft Office Suite including Excel, Outlook, Word and PowerPoint to develop briefings, presentations and reports and conduct data analysis.
Ability to analyze and interpret financial reports, legal documents or professional publications.
Detail oriented and accurate with sound critical analysis and decision-making skills.
Ability to prepare technical and analytical reports and executive summaries.
Strong project management skills to establish work plans, set deadlines, manage conflicting priorities and ambiguous situations, and lead teams to successful project completion.
Strong work ethic and personal integrity to work with the utmost professionalism, confidentiality and tact.
Excellent interpersonal communication skills, including strong negotiation, group facilitation, and consensus building skills to collaborate with and influence others, navigate complex agency frameworks, and work effectively with diverse internal and external constituencies of various organizational levels.
Strong work ethic, professionalism, and discretion; ability to prioritize, manage and fulfill multiple responsibilities in a time-sensitive manner.
Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and handle various situations.
