Under general direction of the Director of Enterprise Student Management Systems (ESMS) within the Office of Information Technology (OIT), the Assistant Director, ESMS Operations, manages the IT operational teams supporting the six mission critical offices and systems in Financial Services, Financial Aid and Scholarships, Graduate Division, Office of the Registrar, Summer Session and Undergraduate Admissions. Serve as the overall IT lead for operation, maintenance and support of these systems, applications and other IT support services in support of the campus's and the business units' missions and goals. Work in close partnership with the respective unit directors and their respective management teams to achieve departmental and campus strategic goals. Develop, maintain, support and foster strong, open, trusted and transparent communication with supported business units, within the team and other stakeholders. Is liaison, point-of-escalation and coordinating-point for supported business units, campus and external stakeholders to the ESMS operational support teams.
Provide vision, leadership and oversight for the operation, support, maintenance, upgrade and enhancement of operational systems and services used by the supported business units and the students, faculty and UCI schools and departments they support. Define operational SLAs and OLAs for operational team and ensure these are met. Ensure teams align with OIT and campus operational and production control standards, leverage OIT commodity services, and facilitate integration into the overall campus IT environment. Define and implement standard operational processes and procedures across managed teams. Foster and facilitate operational improvements.
Oversee the coordinated and transparent scheduling of data processing cycles, system maintenance, support and upgrades. Ensure the robust, secure and cost-effective operation of operational systems. Make sure that changes and new functionality are vetted through appropriate testing, quality assurance, and change management/control processes. Ensure business unit requests and sign-off before implementing changes. Serve as overall program manager for operational units' projects, and direct and assist others in project management roles. Oversee ongoing collection, analysis and reporting of data and information for use by stakeholders, campus management, and the UC Office of the President.
Assist and lead functional/business teams to define, scope and propose new projects and initiatives following standard project intake/proposal/scoping processes. Advocate, support and insist on adherence to the principles and processes of strong project management and software development. Coordinate closely with the ESMS Development Manager to lead and prioritize application development work of developers. Facilitate and lead cross-function discussion with business units to resolve prioritization and other conflicts or ambiguity.
Maintain knowledge and awareness of UC, UCI, state, and federal laws, policies and regulations related to information security, safe handling of student records, graduate and undergraduate admissions; enrollment and registration; student finance; and financial aid. Ensure IT staff are properly trained and knowledgeable and overall systems adherence to applicable laws, policies, regulations and standards. Lead and participate in staff recruitment and retention efforts. Maintain, promote and foster team harmony and cohesion across the operational support teams and within ESMS, OIT, and the campus. Emphasize and promote staff development and career growth.
Receive assignments in the form of objectives and determines how to use resources to meet schedules and goals. Draft resource requests and budget for projects as needed. Review and approve recommendations for functional programs. Provide guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
The Enrollment Systems (ES) Unit within the UCI Office of Information Technology (OIT) provides support for the systems and applications used by six large, complex and mission critical business units: Financial Aid and Scholarships, Financial Services, Graduate Division, Office of the Registrar, Summer Session, and Undergraduate Admissions. The support provided includes daily operational support, monitoring, incident management and troubleshooting; new development, maintenance, upgrades and enhancements to a diverse group of complex in-house developed applications, systems, integrations, data extracts and reports; and support for third-party software products and their integration with other systems.
