To develop, manage, and administer project control activities and resources in engineering and construction of all Wayside Systems Capital Projects and to ensure projects are initiated, conducted and completed on schedule and within budget.
Example Of Duties
Manages all Wayside Systems Capital Projects including all aspects of engineering and construction, technical support, schedules, budget, funding, grants management, staffing, agency reporting, and prioritization of work
Develops technical specifications, establishes, maintains, implements, and audits cost and schedule management activities for all Wayside Systems Capital projects to ensure compliance with policies, procedures, and plans
Reviews, analyzes, and interprets complex project design and construction budgets, schedules, and costs to ensure conformance with authorized scope, time, and dollar requirements
Reviews, analyzes, and monitors actual project performance related to budget, cost, and schedule management activities
Identifies problems and recommends resolutions to budget, cost, and schedule-related activities
Prepares and presents reports to management and the Board of Directors
Oversees performance and evaluates work of consultants to ensure compliance and consistency with agency, department, and project objectives
Provides lead responsibility over other professional staff as required by management
Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
Manages department including developing, monitoring and adhering to Metro’s policies/procedures, budget and achieving units goals and objectives
Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures
Contributes to ensuring that the EEO policies and programs of Metro are carried out
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
The following are the preferred qualifications:
Professional Engineering (PE) license or Project Management Professional (PMP) Certification or the ability to obtain within a specified period.
Advanced knowledge of SCADA light and heavy rail train control, traction power, and communication systems.
Advanced knowledge in programming and scripting languages such as, C, C++, Java, Perl, and TLC.
Advanced knowledge in Microsoft SQL, Sharepoint, Oracle, and Open Platform Communication (OPC) tools such as, Modbus TCP, and Modbus Plus.
Theories, principles, and practices of project management, including budget cost management
Applicable local, state, and federal laws, rules, and regulations
Engineering and construction concepts
Personal computer business software applications
Modern management theory
Oversee the operations of multiple project control work units
Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
Analyze situations, identify problems, and recommend solutions
Exercise judgment and creativity in making decisions
Plan financial and staffing needs
Compile, analyze, and interpret complex data
Determine strategies to achieve goals
Prepare comprehensive reports and correspondence
Interact professionally with various levels of Metro employees and outside representatives
Communicate effectively orally and in writing
Read, write, speak, and understand English
