To promote safety, support a safety program, provide safety leadership, management, and accountability in the hiring, training, performance management, mentoring, and development for Construction Management Inspectors, and other related professionals who are the resources for the Grid Assets Civil Engineering Group. To organize, schedule, direct, and supervise the work of subordinates in Construction Management Inspection and related personnel in the Grid Assets Civil Engineering Group. To organize, schedule, direct, and supervise work activities for the Grid Assets Civil Engineering Group. To organize, schedule, direct, and oversee and manage outside services contracts for Construction Inspection and Civil Construction.
Major Duties & Responsibilities
Provides leadership with safety as the number one priority. Provides support for SMUD safety programs including but not limited to the SCORCH program. Personally accountable for due diligence in ensuring adherence to established SMUD safety policies, Federal, State, and local safety and hazardous waste laws, codes, and regulations; supports adherence to established SMUD safety policies and goals through establishing specific safety behavior expectations for the resource center personnel and managing to them; monitoring and responding to safety concerns of staff, contractors and customers using specific knowledge of Federal, State and local laws, codes and regulations; and working with Safety, Health and Environmental Services to stay abreast of safety innovation and training to ensure a safe work place and prevent injury.
Ensures construction services programs (Inspection and Construction) are effectively staffed and managed. Serve as a coordinator and communication link between Construction Management Inspectors, project managers, project sponsors, process supervisors, and other users of Construction Services and assigned staff.
Negotiates and administers contracts for staff augmentation, construction contractor services, and related expertise and/or support by preparing specifications and work statements for Bids and Proposals; developing contractor eligibility criteria, standards and requirements; monitoring and establishing contractor compliance status based on performance, customer and staff comments; and administering payment of invoices for completed work and/or delivered materials and equipment that meet contract terms.
Ensures that the Civil Engineering Group is staffed with the construction resources having the right knowledge and skills to perform the work; providing the resources through hiring, training and development of SMUD employees or contracting.
Directs the work of subordinates in a functional unit and maintains staffing levels and work quality in order to meet defined objectives and assigned unit responsibility; recommending modifications to operating policies; advising units on tasks and operations as required to solve complex problems; ensuring staff safety and prevention of personal injury and equipment loss; and acting to ensure project and operational schedules and budgets are met.
Implements the learning strategy, focusing on competency assessment, skill gap analysis, program management, training effectiveness, and evaluation of assigned employee groups and comprehensive curriculum.
Assists in developing and administering the department budget by monitoring unit budget expenditures against plan; identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing unit budget recommendations for the next fiscal year; and participating in the review of preliminary department budget recommendations.
Determines a workforce planning strategy for assigned employee groups. Ensures that staff is adequately skilled to provide high quality services and expertise by training staff in the process structure and steps, procedures, codes and expected outcomes; assessing and providing skills training needed to adequately perform work; developing and maintaining training materials; providing employee and team performance planning and evaluation; and mentoring and coaching distribution staff to high performance levels.
Develops and maintains team relationships with both internal and external customers, including segment owners, process supervisors, project managers, contractors, external agencies and others, that maximize productivity, creativity and morale while maintaining full, open and continuing communications.
Performs related duties as required.
Education: Bachelor’s degree in Construction Management (desirable) Applicable experience can be substituted for college level education on a year-by-year basis.
Experience: 5 + or more years of construction, construction inspection, and construction management. Including 4 + or more years of experience in a leadership or supervisory role managing a construction based work force including overall construction project management, construction inspection, resource management; personnel scheduling; and budget preparation.
Knowledge Of: Construction, construction management, contract management (contract development, contract administration, construction coordination), construction related local jurisdiction and environmental requirements, and construction inspection experience. Principles and practices related to workforce planning, hiring, training, coaching, and mentoring; techniques of performance plan and evaluation development and administration for the staff; develop performance standards for the classifications within Grid Assets; metrics and unit cost development; principles of supervision as well as applicable Memorandum of Understanding, policies and other special agreements; reengineering theories, process design and principles for continuous process improvement; principles of leading and managing multi-discipline, cross-functional teams including planning, organizing, integration, coordination, control and measurement of the activities of others; contract specification, proposal development, negotiation, and management; principles and practices for taking disciplinary action and conducting investigations, including the Positive Discipline Program; coordinate construction management resources with appropriate SMUD workgroups; prepare and implement safety plans, procedures and practices for unit; develop and implement new and revised policies and procedures to provide for the effective operation of the area of responsibility; principles and practices for budget development and administration; procedures and practices for monitoring and managing projects; procedures and method of auditing; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards

10 + years of experience in a civil construction and/or construction inspection related leadership or supervisory role
Bachelor’s degree in Construction Management
Valid California driver's license.
