Assists City Manager in the management of City services. Assists in coordinating and directing the activities and operations of assigned departments. Consults with and advises the City Manager about community and organizational needs. Prepares and presents recommendations and oversees the implementation of difficult projects and meeting with various stakeholders to ensure that City’s goals and objectives are met. Nothing in the duties of the Deputy City Manager shall be construed to relieve the City Manager from the responsibilities, authority, or accountability otherwise assigned to his position under the laws of the State of South Carolina or the ordinances of the City of Greenville.
Provide General Leadership and Direction: Provide general supervision and direction to Department Directors regarding City policy and directions in consultation with the City Manager. As directed, provide management of operations for City services on behalf of City Manager. Direct City staff to achieve City goals and objectives. Assist in development of departmental work plans and conduct periodic reviews to determine consistency and inconsistencies with deadlines and the organization’s strategic plan. Monitor the progress of goals and objectives and priorities for each assigned service area. May serve as acting manager in absence of City Manager. Conduct annual employee performance reviews of all designated Department Directors in conjunction with the City Manager.
Act as Public Engagement/Liaison: Perform important and difficult public liaison work with considerable citizen involvement to maximize City services. Meet with various community stakeholders, professional and business groups, and other governmental agencies to solicit input/support for City goals. Assist the City Manager in maintaining communications with members of City Council and with key members of the community at large. Serve as a channel of communication between the City Manager and department directors, division managers, and other employees, especially in those instances when staff input is requested by the City Manager. Resolve variety of complex problems and issues. Serve as liaison with various groups. Undertake situational problem solving and conflict resolution involving a wide variety of public and private economic and community development issues.
Perform Special Projects: Upon direction of the City Manager, oversee major projects being carried out by more than one department so that the City is assured of cooperation and effective delivery between department directors in their carrying out of their responsibilities. As directed by the City Manager, oversee major projects which have multiple components. Undertake special assignments from the City Manager on complex issues and prepare reports and recommendations. Review and study reports and recommendations submitted by others.
Provide Public Policy Guidance: Serve as policy advisor to City Manager. Advise the City Manager about community organizational and development needs. Is responsible for execution of policies and programs in order to fulfill the goals and objectives of the City Manager’s Office, and is involved in project feasibility studies, formation of action plans and strategies, coordination of activities, relevant research, and interface with project principals and negotiations. Projects directed are as diverse as services offered by the City and require interaction with City departments. Review analysis of activities, costs, operations and forecast data to determine department or division progress toward stated goals and objectives. Confer with City Manager and other administrative personnel to review achievements of goals and objectives and discuss required changes resulting from current status and conditions. Prepare and make presentations on behalf of City.

Formal Education: Master’s degree or equivalent in Public Administration or a related field is required.
Experience: Over 10 years of experience in a responsible public sector management position is required. Five years of experience as a City Manager or Assistant City Manager is preferred.
Driver’s License Required: Class D South Carolina license.

Principles and practices utilized in municipal government operations, including the laws, ordinances, rules, and regulations regarding local government operations, organization, administration, municipal finance, and personnel;
Applicable legal guidelines and standards affecting the administration of delegated department and program areas;
Principles and practices of human resources management;
Principles and practices of budget development, administration, and accountability including funding sources impacting program and service development;
Principles of local government procurement procedures and practices;
Principles and practices of effective strategic planning, organizing, and project management methods;
Principles of effective public relations and interrelationships with community groups and agencies, private businesses and firms, and other levels of government;
Knowledge of techniques for providing a high level of customer service by effectively dealing with vendors, contractors, and City staff.
Assist the City Manager in conducting managerial and administrative functions in support of City operations and City Council strategic initiatives;
Effectively lead and direct assigned departments, projects, programs, and activities to produce desired results;
Select, motivate, and evaluate staff and provide for their training and professional development in order to obtain measurable results;
Work in a team environment and establish and maintain positive working relationships with a wide range of individuals contacted in the course of work;
Research and analyze program issues, evaluate alternatives, make sound recommendations, and prepare effective staff reports and presentations;
Manage multiple projects and perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
Effectively represent the City in contacts with governmental agencies, community groups, various business, professional, educational, and regulatory organizations, and with news media, and the public;

Effectively communicate at a superior level verbally and in writing, including the capacity to communicate complex ideas compellingly to a variety of audiences;
Prepare clear and concise reports, correspondence, policies, procedures, and technical documents; prepare and present accurate and reliable reports containing findings and recommendations;
