The Senior Program Coordinator will provide general oversight of the implementation of the Higher Education Center for Ethics, Equity and Transparency (HECEET) Program in Paraguay. The Senior Program Administrator will report directly to the Principal Investigator and will serve as the main staff person providing grant and project management from the U.S. Reporting to the Principal Investigator and Director of the Rutgers Community Leadership Center, the Senior Program Coordiantor works across with Rutgers stakeholders to ensure effective management and technical support for all program components. S/he will work in collaboration with Paraguay staff, and the Rutgers units that will support this project. This position will also oversee all the personnel and financial transactions and ensure that all staff and consultants are in place and that performance is properly monitored. Specific duties will include development, technical, administrative and financial management support and oversight. This project proposes the development and institutionalization of the first Higher Education Center for Ethics, Equity and Transparency (HECEET) in partnership with Rutgers University and UNA. The Center will be located within the Chancellor's Office (Rector) of the National University (Universidad Nacional Asunción (UNA). The initiative focuses on strengthening Paraguay's' capacity to build and sustain public structures that are grounded on transparency, ethics, equity in Higher Education and in other governmental institutions. The HECEET will serve as the first national higher education anchor for addressing issues of government corruption, transparency and public accountability, integrity, equality, and civility through training and capacity building.
Minimum Education and Experience:
A Bachelor’s degree in social science, law, public administration or related field is required; a minimum of two years of relevant experience is also required.
Required Knowledge, Skills, and Abilities:
Proven record of accomplishment that demonstrates leadership skills, project management, budget and resource management experience, and client relationship management capability.
Demonstrated knowledge and experience with grant and contract proposals, regulations, and procedures preferred.
Strong financial management skills.
Strong written and verbal communication skills in English and Spanish are required.
Computer Skills: Advanced level proficiency in Microsoft Excel, Word, and PowerPoint. Knowledge of e-learning platforms a plus. Hands-on experience with research or evaluation design, data collection, and analysis.
Master’s degree is preferred; advanced degree preferred in a social science, Law or Public Adminisratrion. ABD status also considered.
Computer Skills: Advanced level proficiency in Microsoft Excel, Word, and PowerPoint. Knowledge of e-learning platforms a plus.
Physical Demands and Work Environment:
Travel Availability: Ability and willingness to travel back and forth to Paraguay, as necessary.
Salary: Starting salary will be commensurate with experience and within departmental budgets.
