Associate Director, Operation Effectiveness for Facilities Operations - (19000188)
University of Maryland, Baltimore (UMB) is currently seeking an Associate Director, Operation Effectiveness for Facilities Operations. The selected candidate is responsible for planning, directing, or coordinating the operations of a unit by formulating policies, managing daily operations, and planning the use of materials, and other broad areas of administration.
The individual will analyze and map business processes and discover areas for improvement and efficiencies. Uses data and quality improvement tools to identify trends, prioritize and recommend improvements, enhance efficiency and effectiveness of key processes, and to ensure unit's compliance with quality standards and regulations. Propose solutions to management, assist in the execution of sustainable improvements, and continuously evaluate the process changes.

Develop and implement a process improvement management philosophy and strategies that leads to a continuous process improvement environment at all levels and across Facility operations. Develop and implement robust improvement processed that will deliver specific and targeted results in rapid sequences of process improvements that can be repeatedly deployed in an efficient way, while providing excellent customer service.
Direct multidisciplinary teams to achieve improved quality care projects and initiatives. Identify resources needed, persons to be involved and the logistics of accomplishing the project. Responsible for ensuring that the goals are met based off of the action plans.
Assess processes to determine how to improve quality and customer service, reduce waste and rework, improve efficiency, increase revenue and/or improve the ability to deliver desired services or outputs
Coordinate the efforts of impacted departments to assess current state processes and develop/implement process improvement solutions, present data to management to influence implementation decisions, monitor timely completion of process improvement initiatives, facilitate discussions and negotiations that drive consensus on implementing recommendations within highly complex and cross-functional environments and build and secure support and resources for projects.
Collaborate, create and execute comprehensive change management strategies relative to projects and stakeholders; develop and lead change management methodologies. Develop the Operations Excellence Continuous Improvement Strategy (to include work plans, performance metrics and desired outcomes).
Use innovation to redesign processes to achieve efficiencies and effective use of resources. Identifies approaches for continuous quality improvement.
Oversee implementation to integrate process changes into ongoing operations and report progress to senior leaders.

MINIMUM QUALIFICATIONS: Education: Bachelor's degree in business or related field. Master's degree preferred. Experience: Six (6) years of business process and operations with documented utilization of quality improvement strategies. Supervisory Experience: Four (4) years in leadership or management role Certification/Licensure: Six Sigma or Lean or other change management certification preferred. Project Management Professional (PMP) certification preferred. Other: N/A

Manages operations, workflow, projects, and/or systems that have strategic impact. Accountable for operational and/or financial resources. Accountable for legal and policy compliance.
Primarily supports Associate Vice President, Facility Operations in the overall strategic direction (rather than daily operations) for Maintenance and Facility operations. Develops and executes strategic goals and objectives. Responsible for planning, development, and implementation of strategies. Substantial latitude to make managerial decisions within area of responsibility. Upper senior professionals rely on expertise and advice to make financial, personnel, and significant strategic decisions. Significant authority to act on behalf of Associate Vice President as needed.
