Posting Salary: commensurate with experience
Position Summary: Lead the UCOP Application Development, Data Services, and QA Team. This team includes over 90 employees and contractors. The team serves both UCOP and System wide initiatives and projects. This is a senior leadership position that requires frequent interaction with senior leaders at UCOP and Campuses and extensive knowledge of modern IT technology and practices including cloud native applications.

Oversee all activities that optimize the value, cost, and risk of applications by: providing leadership, vision and direction to the teams in the organization to ensure it will contribute to the University achieving its goals; Working with CIO and other IT leaders, develop overall IT strategy in the context of the business strategy; Develop productive relationships with business leaders across the organization to influence how applications can enable new sources of value; Define and enhance methodologies and practices for the application life cycle management in line with best practice and practical experience of continuous improvement; Ensure that application development processes (including those of external service providers) are conducted in line with university social responsibility, environmental and technical policies and applicable standards and legislation; Manage application group personnel, developing their skills and capabilities to meet the needs of the organization, as well as building on existing recruiting capabilities to address new needs and skills gaps; Manage relationships with major vendors and service providers to ensure they cost-effectively meet the needs of the organization; Implement and managing status reporting, metrics and benchmarks. Conduct regular reviews/surveys of stakeholder satisfaction with applications, publish the results and, where necessary, implement action plans to improve satisfaction.
Job Requirements Education/Experience: Bachelor's degree in related area and/or equivalent experience/training.
At least 10 years of experience in Software design/development (which may include mobile, cloud native, application architecture, project management, software as a service (SaaS), software integration, automated software testing, data management/governance, application security, IT accessibility and/or business process analysis.)
At least 10 years of demonstrated leadership experience building cross-organizational consensus with exposure to technology providers and/or business clients.
Minimum of 8 years of demonstrated IT leadership/management experience. Required
Knowledge/Skills: Highly developed understanding of IT contracts and their likely cost implications.
Knowledge of IT applications, operations, service and support organizations.
Proficient in analysis and quality management tools.
Experienced in the Development and implementation of IT Best Practice Development methodologies and tools. Required
Comprehensive understanding of Lean IT, agile development, and DevOps principles and frameworks.
Familiarity with Higher Education business processes.
At least 5 years of experience working in the Higher Education industry.
