UC San Diego Health is seeking an applicant for a Manager of Enterprise Business Applications who will be responsible for IS business applications (e.g. – General Ledger, File Transfers, Document Imaging, Coding, Time & Attendance, etc.) and the underlying infrastructure (databases, interfaces, servers, etc.) to those support those applications.
This position will report to the Director of Enterprise Systems and Data Integration, and will be responsible for the overall design, development, implementation, and maintenance of our enterprise business systems. This encompasses designing and implementing sustainable governance and maintenance strategies for our enterprise business systems applications.
Application Management Requirements: The Manager of Enterprise Business Applications will function as the point person for ensuring the accessibility, availability, and performance for UCSD Health Enterprise Business Applications. Specific duties include: assessing the current state and identifying infrastructure improvements to the current environment. Developing the roadmap based on maturity assessments and pain points for capabilities around system performance, architecture, analytics, change management, and more. Defining roles and responsibilities to establish a sustainable application team, operating models, and business cases with both qualitative and quantitative analysis.
Project Management Requirements: The Manager of Enterprise Business Applications will function as the technical program manager responsible for their team's project plans in conjunction with the operational project managers to ensure accurate, consistent, and timely systems and data delivery. Specific duties include but are not limited to developing and maintaining project plans, directing work to other team members, creating status reports, facilitating decisions, identifying and mitigating risks, collecting and interpreting data from various sources, presenting measure and program results to clinical and operations executives, and managing evolving technical requirements.
Product Management: The Manager of Enterprise Business Applications will function as the technical product manager responsible for developing and evangelizing the adoption and utilization of the core enterprise application products such as: 3M, Oracle FIS, OnBase, and more. Roadmaps should be developed in conjunction with senior leadership, operational stakeholders, and vendor advisors to ensure these products can meet business and clinical requirements including scaling across multiple dimensions.
Specific duties include but are not limited to facilitating strategic planning sessions, conducting product related research, developing product requirements and specifications, producing development approaches and timelines, coordinating the integration of products into the larger enterprise product portfolio, assessing third party products/vendor solutions, communication plans, training plans, writing recommendations to senior leadership, and creating maintenance/upgrade plans.
Scope of Responsibilities: Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives. Collaborates across the enterprise to enable change management and adoption of the processes and tools developed by the team.
Bachelor's Degree in healthcare information technology, computer science, or related area; and/or equivalent combination of experience/training.
Five (5+) or more years of relevant experience in application management, healthcare analytics, and/or management of ERP systems
Demonstrated experience and proven success in effectively leading and supervising a technical team.
Three (3+) or more years of Oracle FIS experience
Experience with Oracle HCM (PeopleSoft), 3M, OnBase, ANSOS, and Epic
Advanced level of project management or program management experience including admini
