The Role Responsibilities
The Programme Manager(PgM)manages the successful delivery of the Programme outcomes. They own and monitor the overall Programme roadmap, adapting to emerging risks and issues to maximise Programme outcomes and business value. The PgM role is typically full time and differs from the Delivery Owner who coordinates all technology delivery activity for the Initiatives within the Programme.
Tracks realisation of benefits and business value, finances, risks/ issues and co-ordinates dependencies on resources outside of the programme such as legal, compliance, operational risk, etc.
Supports Programme Owner to build a viable business case with an efficientdelivery structure in conjunction with Delivery Owner, Delivery Leads and Product Owners.
Administers governance and financial reporting on behalf of Agile Teams, including administration of Clarity, preparing and reporting to PgSC and PRC.
Ensures the Programme and Initiatives comply with Agile 'components' in Project Management Standards (PMS) and Project Governance Policy . The PgM ensures staff working on the Initiatives are aware and comply.
Liaises with Scrum Masters to identify and mitigate Agile Impediments which may impair delivery. Reports major impediments as risks and issues at Programme level.
Collaborates with Programme Owner and Product Owners to re-plan and prioritise Initiatives based on business value and assess impact on cost and benefit.
Aligns with Delivery Owner, Product Owners and Scrum Masters to ensure Agile Metrics are captured and reported correctly across Programme.
Transitions and hands over the Programme to BAU as well as implementing the Programme closure procedure.
Performs a matrix manager role for relevant Programme staff and providing P3 feedback.
Responsible for assessing the effectiveness of the Programme's arrangements to deliver effective governance, oversight & controls in the business and, if necessary, oversee changes in these areas.
Awareness and understanding of the regulatory framework, in which both the Group and the Programme operate, and the regulatory requirements and expectations relevant to the role.
Responsible for delivering 'effective governance'; capability to challenge senior Programme stakeholders effectively; and willingness to work with any local regulators in an open and cooperative manner.

RPBWM [Programme] Programme Owner, Delivery Owner, Delivery Lead, Programme PMO, Product Owner, Scrum Master, Product SME, Transformation Lead, Development Team (Engineers, QA Managers, etc) and others.

The Programme Manager is a highly organized self-starter and great communicator, able to work together with multiple teams and to demonstrate operational savviness, exceptional issue-solving, people and conduct management skills.
Successful SCB Programme Managers typically benefit from substantial experience in operational (e.g. programme/ project) management or delivery roles within the financial industry and at least some experience with agile frameworks (e.g. Scrum, Kanban, Lean).
