UW Facilities manages the University's buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. The Asset Management group includes Capital & Space Management, Real Estate, Sustainability and other teams responsible for planning and workload management. The Operations group includes Project Delivery, Maintenance & Construction, Campus Utilities & Operations, Building Services, Transportation Services and Safety. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group. The Operations Group has an outstanding opportunity for an Assistant Director of the Project Delivery Group (PDG) to be responsible for managing a portfolio of capital projects for a variety of significant University academic and business units. Projects range from $90K renovations to new buildings in excess of $200M with reporting to the University's Board of Regents, though the primary focus will be on the leadership of a team responsible for delivering projects under the $15M threshold for Regent oversight. The Assistant Director is responsible for ensuring the goals of all projects are met, that schedules and budgets are not exceeded, and that project teams are performing at a high level. The Assistant Director is also responsible for ensuring that the delivery of the projects complies with all relevant State of Washington public works statutes and UW policies. This position will also participate in the developing, implementing, and monitoring the policies and procedures PDG uses to deliver its projects, including working with other UW Facilities units to ensure the necessary tools are available to staff and that they are properly trained in their use. The Assistant Director position requires a distinct and unique skill set comprising technical knowledge of design and construction, deep familiarity with project management practices, full understanding of delivery methods, contracts, and public works statutes, ability to develop and analyze detailed budgets and schedules, sound judgment for assessment of risks, ability to firmly and fairly resolve disputes which may involve millions of dollars, and ability to clearly and confidently report on project status to University leaders. Experience with medical facilities is considered a plus, but not a requirement.The University's capital project portfolio can exceed a billion dollars in value of projects which are underway, and the University's high profile as a prominent consumer of design and construction services requires a high level of expertise to ensure that adverse and highly public outcomes are avoided. The Assistant Director of PDG is the primary person responsible for the planning, coordination, leadership, and successful execution of what may be dozens of capital projects, all of which will be underway concurrently in a variety of phases ranging from planning to construction to post-occupancy. The Assistant Director must work closely with other UW Facilities units which plan upcoming projects, as well as other UW units, such as UW Technology, Classroom Technology and Events, and Environmental Health and Safety to ensure detailed technical requirements are met. The widespread portfolio and project volume and importance make maintaining project schedules and budgets extremely critical, and have direct and immediate impact on the University, our UW clients and our stakeholders. For example, patient safety must always be paramount for UWMC projects; research must not be interrupted; and teaching, student housing, and athletics facilities must be ready on-time. All of this complex work comes in an environment of highly constrained University resources where there is little to no ability to fund cost overruns but high demand for excellent, technically complex, and durable facilities.Duties & Responsibilities*Ensure the successful completion of all projects within assigned portfolio. Implement project procurement and contracting to comply with State and University Requirements.*Approve as required by the PDG procedures and allowed through PDG delegations of authority Architectural/Engineering agreements, construction contracts, and construction contract documents*Supervise the negotiation of consultant contracts, amendments, and change orders and claims disputes for assigned projects.*Work with Strategic Sourcing to provide administrative controls over all consultant agreements including contract formation, amendments, and claims. *Provide administrative control over all construction contract work including administration of notice to proceed, change orders, payments substantial completion and final acceptance.*Develop and implement standard practices and guidelines in consultation with the PDG Executive Director to consistently and successfully deliver quality, cost-effective and timely projects.*Stay current on and advocate for industry best practices around capital and space planning and management.*Be responsible for a portfolio of projects valued in excess of several hundred million dollars and maintain close relationships with leaders of each business unit in the portfolio. *Work with Executive Director to develop and implement clear policies for PDG to use in delivering its project portfolio.*Work with UW Facilities Business Information to ensure that PDG has the necessary tools to effectively manage projects, collect and monitor key data, and issue clear reports on project status to clients and other University stakeholders. *Work with the other PDG leaders to improve the group's business processes and create and implement staff development and training plans to ensure fluent use of project management tools and consistent application of policies and procedures.*Participate in supervision and performance evaluation of all PDG professional staff consisting of project managers, construction managers, move coordinator, and administrative staff.*Work with the other PDG leaders to coordinate project assignments and staff workload.*Manage the quality of work and productivity of staff working on projects in this position's portfolio.*Work in close cooperation with other PDG leaders and to recruit and hire project and construction personnel.*Develop strong working relationships with portfolio client representatives to fully understand their business needs and resolve concerns in a timely manner.*Develop a reputation with PDG consultants, contractors and other suppliers for requiring quality work while compensating them at a fair price.*Develop strong working relationship with peers in UW Facilities and other units such as Environmental Health and Safety and UW Information Technology.*Communicate and coordinate with other University departments necessary to achieve project, client, and stakeholder objectives.*For assigned projects and issues, prepare for and make presentations to inform and gain approvals of the University committees and groups such as the Board of Regents, Architectural Commission, City-University Community Advisory Committee, etc.*Initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere inside and outside the University with the ability to establish and maintain effective working relationships within a diverse population.*Use excellent communication and relationship management skills to navigate a complex and sensitive capital resources environment.Lead
