The Senior IS Program Manager will serve in a leadership role for the IS Project Managers and Business Analysts and will provide strategic and operational guidance to ensure best practices and standards are utilized. This role will ensure that Agile practices are adopted and integrated across projects throughout the IS Department and by staff in conjunction with ONS standard policies and practices. The Senior Program Manager will ensure clear and consistent communication across ONS teams and vendors regarding the status and expectations of programs and projects and will serve as the liaison between stakeholders across the organization for their respective area of focus.
Duties and Responsibilities
Leads and monitors interconnected projects and operations with technology components based on best practices such as those found in PMI's PMBOK along with utilizing Agile project management methods such as KANBAN and SCRUM in the management of projects. This includes developing program and project plans, roadmaps, timelines, contacts, resources, milestones, architecture, and technical specifications. Obtains the necessary approvals from all stakeholders. Reviews applications during development lifecycle to ensure adherence to program and project plans.
Leads the project managers and business analysts team's utilization of KANBAN and other Agile methodologies to implement all phases of projects and work. Also leads the group to standardize its processes including but not limited to program management, project management, business analysis, user acceptance testing, quality assurance, and management of business relationships.
Serves as a primary business contact for the Information Services department, coordinates relationships and communications with ONS staff, technical vendors, consultants and the program manager's area of focus.
Leads and/or participates with multi-disciplinary teams to meet the strategic needs of the organization. Coordinates cross-project activities along with operational activities with technical components in the program manager's area of focus.
Leads the project managers and business analysts in identifying and solving organizational problems and develops technical solutions to meet strategic organizational objectives by developing and analyzing requirements and needs; designs and manages the development of solutions and their incorporation into multiple interconnected products and projects. Identifies and rectifies the impact of system changes on other systems and the network.
Serves as the lead in evaluating and issuing RFPs, negotiating contracts, and building vendor relationships for project-specific initiatives under the direction of the Director of IS.
Meets with users to determine the scope, needs, and functional requirements of new or changing systems.
Plans and develops QA scripts in conjunction with ONS IS staff. Plans and provides adequate end-user test environment for User Acceptance Testing by ONS Staff prior to application deployment. Works with the Infrastructure Team and developers to manage deployment of systems.
Ensures the development of accurate documentation, including end-user manuals, status reports, change logs, and updates to initial project plan. Trains ONS staff on new or changed systems.
Bachelor's degree required
Seven to ten years' programming and/or project management related experience preferred; experience with system development and associated technical project management experience preferred
One to three years' of experience managing, supervising, or leading technical teams or projects.
Proficiency required in Word, Excel, PowerPoint, and Outlook.
Must possess knowledge of or experience with the application development lifecycle, web application technology, and Information Technology Service Management concepts. Must have the ability to analyze technical and non-technical business processes and problems. Must maintain knowledge of available enterprise software and systems that would enable ONS to better service its internal and external customers.
Digital Product Mgt., CSM, Agile or PMP certifications preferred
C/S, Data Gathering and Analysis, Fiscal Management, Initiative, Results Oriented, Systems Thinking, Team Focus.
Must possess extensive knowledge of application development and ability to analyze technical and non-technical business processes and simplify them. Must possess effective oral and written communication skills to clearly present ideas and processes. Must maintain state-of-the-art knowledge of software and hardware to enable ONS to best service its internal and external customers.
