As a member of the Wealth Management, Risk & Regulatory Group, the Senior Compliance Officer carries responsibility for delivering certain elements of the 1 st line Enterprise Compliance Framework program. In this role, the Senior Compliance Officer will support the Investment Industry Regulatory Organization of Canada (IIROC) & Canadian Securities Administrators (CSA) Securities Registrants of BMO Wealth Management (BMO InvestorLine, BMO Nesbitt Burns and BMO Private Investment Counsel Inc.) with their securities regulatory obligations.
As the Senior Compliance Officer will execute their mandate in an Advisory capacity, the Senior Compliance Officer must possess a high level of expertise in Wealth regulations, directives and guidance. The individual's mandate will also include:
Managing special regulatory compliance projects as may be assigned from time to time;
Managing regulatory programs which may be line of business specific;
Conducting business impact analysis with respect to emerging regulatory developments;
Acting as a liaison with respect to compliance support to the various internal business partners across the Wealth Management and;
Representing First Line Compliance and assisting with the interactions between examiners and auditors during internal, external and regulatory audits and examinations.
As well, the Senior Compliance Officer will be required to lead and/or assist the Wealth businesses by advising LOB management on implications of new regulatory requirements which will include implementation of new or revised policies and procedures.
Enterprise Compliance Framework (ECF): Execution of the ECF such that components, requirements and processes are in place and operating. This will involve leading and/or collaborating with other internal groups as it relates to: Compliance Issues Management Execution of Compliance Issues Management which includes identification, assessment, reporting, resolution and analysis of Compliance Issues impacting the Wealth businesses regulatory risk exposures. Key Risk Indicators & Metrics Reporting Accountable for assisting with executive level Key Risk Indicators and Metrics reporting and other reporting, as required Business Partner Engagement Liaison and compliance support to various internal business partners across the Wealth Management businesses.
Qualifications Knowledge and Skills
3+ years' experience in a compliance role with previous policy and procedure writing experiences in a dealer brokerage environment most preferred
Good knowledge and understanding of IIROC rules and regulations applicable to dealer representatives and OSC rules applicable to portfolio managers and investment fund managers.
Successful completion of the Branch Managers Course, Partners, Directors and Senior Officers Qualifying Examination, Canadian Securities Course, Conduct and Practice Handbook is preferred.
Working knowledge of information technology tools required including: MS Excel, MS Word and portfolio management or investment industry software.
Organizational, analytical and communication skills.
Project management skills
Ability to demonstrate effective use of judgment, interpretation, knowledge and skill in the application of regulations and compliance requirements.
Provide insight and ability to apply sound judgment to resolving problems or identifying issues which require escalation.
Excellent interpersonal skills and strong written and verbal business communication skills.
