PRINCIPLE ACCOUNTABILITIES: Under the direction of the EVP/CIO, the incumbent is responsible for, but are not limited to, the following: Duties and Responsibilities
Digital transformation: The CareFirst digital business transformation is requiring us to place a stronger focus on innovation and emerging technologies and how they are implemented and managed within the enterprise. To address this challenge, we are redefining the role of chief technology officer (CTO) as this role. The intent is to evolve away from the traditional focus on managing daily IT operations and focus on driving self-funded technology innovation via rationalization of legacy platforms and towards emerging application and data technologies that create a competitive advantage to CareFirst.
Define Data & Applications Strategy: Identify and standardize the use and governance of data and analytics. This includes the governance of data and algorithms used for analysis, analytics applications and automated decision making. Creates value by unlocking and sharing data and information in ways which will spur innovation.
Identify and Define Applications and Data Investments: Works with business and IT leaders (BIOs) to identify areas of technical needs for future data science capabilities. Drives the development and deployment of the data and analytics platform. Identifies and prioritizes business projects and enterprise data initiatives utilizing data science capabilities.
Consulting and Reporting: Serves as the senior-most authority on Applications and Data. Represents the IT team at leadership meetings and conferences. Develops and gives oral presentations on the power and value of data and cloud platforms. Leads and/or serves on steering committees and helps leadership use CareFirst data effectively at these meetings
Facilitate Internal and External Collaboration: Collaborates with industry experts to allow a proactive approach to improving insights derived from various data sources. Applies expert knowledge and mastery of advanced mathematics/statistical/computer science methods, theories, and standards to analyze enterprise results and reports, relevant external publications, and conference papers. Recommends and pursues collaboration and provides appropriate technical guidance to ensure the success of such collaborations. Interacts with business areas and IT on enterprise solutions.
Identify Opportunities for New Data Products: Lead strategy development for applications a d data product to ensure the program becomes pervasive throughout the organization and helps enable new revenue streams. To support these endeavors, collaborate with the CIO to ensure that digital products are released on time, on budget and with high quality. Be a champion for the information services and related D&A capabilities.

Required Education and Experience: Degree or equivalent experience: Bachelor’s degree or equivalent experience with a degree in Computer Science, Management Information Systems, Statistics, Engineering, Econometrics, or equivalent experience; MBA/Master’s degree preferred.
Years of experience: At least 15 years of progressively responsible relevant experience in application development or data management, including creating partnerships, implementing the underlying technologies needed to enable innovation across a midsized or large organization. Experience in computer programming, query languages, and internet-based data visualization platforms such as PowerBI/Tableau are also preferred.
