AIR needs a dynamic pre-proposal contracts administrator to join the Contracts Finance Organization team in their new offices in Crystal City (National Landing).
• Provide compliance and strategic advice to internal customers regarding proposal efforts and contract negotiations and administration. • Administer standard and non-standard government and commercial contracts with limited assistance from senior personnel. • Provide proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. • Examine contract administration outputs to ensure accuracy and completeness. • Negotiate favorable contract terms and conditions including work scope, duration, price, warranty and confidentiality provisions, based on applicable government procurement regulations and commercial contracting guidelines. • Interface with internal technical staff and external clients during the initial award negotiation process as well as the contract modification process.
• Candidate should be able to work well in teams as well as independently. • Prepare business proposals with input on cost data in compliance with solicitation and company procedures. Prepare formal proposal submissions and provide audit assistance and interaction with compliance personnel. Sound negotiations skills vital. • Ensure transactions and documentation complies with Company policies and procedures, contract requirements, and Government regulations. • Coordinate, develop and produce a wide range of complex contractual documentation. • Experience with all contract types, including cost plus, fixed price, T&M. • Experience with Organizational Conflict of Interest (OCI) and Personal Conflict of Interest (PCI) terms and plans. • Experience with reviewing terms, conditions, and statements of work for areas of risk and risk mitigation in accordance with company policies and procedures. • Knowledge of the Federal Acquisition Regulations, and other government acquisition regulations. • Ability to establish and maintain excellent client relationships with internal and external clients. • Perform all other position related duties as assigned or requested.
• Bachelor's in business, accounting, finance or related field required. • Minimum of 5-7 years' experience with all types of contracts, OCI and PCI, terms and conditions review, FAR, and other government acquisition regulations. • Strong organizational skills and excellent written and verbal communications are needed. • Strong problem solving and analytical skills. • Strong oral and written communication skills and an ability to manage multiple priorities in a fast-paced environment. • Collaborative, flexible and able to balance the need for structure with the efficiency and effectiveness of action-oriented, non-bureaucratic and non-hierarchical approaches.
