Skills is an extraordinary public-private partnership providing demand-driven solutions which match businesses with unmet hiring needs to qualified unemployed and under-employed job seekers -particularly those who reside in underserved South and West Side Chicago communities . Their innovative demand driven model reflects a paradigm shift from the common approach of preparing the unemployed to be “job-ready”. In contrast, Skills first builds relationships with businesses, identifying their talent demands and obtaining commitments to hire. Skills then connects them with talented, under and unemployed jobseekers to fill roles across an array of industries and occupations. This demand-driven approach provides the missing link between job-ready candidates and the positions employers need to fill.
Launched in September 2012, Skills has placed over 6,500 unemployed and underemployed job seekers in positions with over 70 of their employer partners, including JPMC, Yelp, Hyatt, McDonald’s, Bank of America, Blue Cross & Blue Shield, GAP, CDW, Rush University Medical Center, ULTA Beauty, Walgreens, and The U. of Chicago Medicine.
In 2016 Skills expanded to its first affiliate site, Skills for Rhode Island’s Future (SRIF). Set up as its own non-profit organization with a local executive director and board of directors, SRIF quickly gained a foothold in Rhode Island as a solution for businesses and job seekers and places over 800 individuals into jobs and internships annually. SRIF represented a watershed moment for Skills, as the business intermediary concept developed in Chicago was proven to have value on a national level.
Building on five years of increasing success, in December of 2017 Skills launched “Beyond the Diploma”, an innovative employment initiative addressing the problem of chronic youth unemployment in Chicago. Partnering in a unified effort with leading businesses, City Colleges of Chicago, and community partners, “Beyond the Diploma” provides participants (age 16 – 24) with career pathways and educational advancement opportunities thru a holistic approach to addressing the city’s youth unemployment rate.
In 2015 - 2017, Skills commissioned New Growth Group – a third-party evaluator – to determine the long-term impact of Skills’ model on job seekers placed. The study found that candidates placed by Skills earned, on average, $6,120 per year more and achieved a 20% higher retention rate at the one-year mark than individuals in a comparison group (New Growth Study).

Skills for Chicagoland’s Future has an exciting opportunity for a talented and dynamic talent acquisition leader. This role as SeniorDirector of Talent Acquisition will be responsible for providing strategic leadership along with operational management.
At Skills for Chicagoland’s Future the talent acquisition team is critical to the realization of the organization’s mission. Partnering closely with the external facing business development organization, the talent acquisition team utilizes innovative sourcing and recruiting strategies to provide highly qualified underemployed and unemployed candidates to meet the demands of SCF’s business clients (i.e., its customers). The Senior Director of Talent Acquisition will provide thought leadership, guidance, and management to the team regarding leading edge sourcing, selection, and assessment techniques, ensuring a highly effective, results oriented recruiting team. He/she will be expected to ensure a high level of client satisfaction and maintain a strong referenceable client base. This leadership role will report to the Senior Vice President of Programs.
The Senior Director of Talent Acquisition will be an experienced leader who is both a strategic thinker and a hands-on, results oriented leader. He/she will possess a strong customer service orientation, be comfortable with technology and operational tools, and be metrics driven. The ideal candidate will have a strong record of results in client/account management, project management, and staff development. He/she must be an inspirational leader with demonstrated ability to develop scalable programs, manage fast moving operations, respond quickly to changing business needs, and guide/develop a growing staff.
The specific responsibilities of the role will include:
As a vital member of Skills’ Leadership Team, provides guidance and input regarding Skills’ strategic direction.
Ensures Skills is delivering on all key metrics committed to clients. Implement and lead continuous quality improvements processes focused on best practices. Design, modify, and customize partner solutions.
Monitors key operational metrics, identifying potential areas of improvement, providing regular feedback to clients, and maintaining a high level of customer satisfaction.
Develops a best in class talent acquisition team (15 recruiters).
Establishes goals for the talent acquisition team and manages performance against those goals. Maintains accountability for operational performance, including overall placement goals and individual grant goals, on a monthly, quarterly, and annual basis.
Designs and implements sourcing / recruiting processes, including implementing and maximizing technology solutions to optimize talent acquisition performance.
Leverages social networking and other recruiting technologies and tools to connect with a broad and diverse talent network.
Partners with the external facing business development team to allocate recruitment resources to client accounts and ensure alignment as regards delivery against client commitments.
Provides leadership with respect to continuous process improvement and process quality standards.
Provides “hands on” engagement as appropriate to mitigate challenges in meeting client demand.
Facilitates collaboration among talent acquisition team members and with business. development team. Provides individual and group coaching (e.g., recruitment strategies and time management).
Builds a pipeline of talent that will support talent demand and enable Skills to achieve its future growth.
Develops innovative ideas around finding top talent.
Stays apprised of new developments in the area talent acquisitions.
Leverages the latest talent acquisition techniques and tools available.
Builds and maintains an upbeat, positive environment that inspires a sense of urgency, creativity, teamwork, and accountability.
Reviews current methodologies and develop a cohesive, strategic talent acquisition and sourcing strategy that ensures diverse short-term and long-term talent pipelines.
Ensures that all program activities operate consistently and ethically within the mission and values of Skills for Chicagoland’s Future.
As a prerequisite, the successful candidate should share in the core values and mission of the organization.
In addition, the ideal candidate will demonstrate the following experience, skills, and personal attributes:
Minimum 8 years of experience in talent acquisition and recruiting
At least 4 years of managerial experience leading diverse teams
Successful leadership experience in public and/or private sectors with a history of job growth and advancement
Effective track record working in a fast paced, highly professional environment
A strong focus on customer and client service
