The Assistant Dean provides strategic leadership and administrative oversight in the planning, development, implementation and support of open enrollment, contracts and grants for Correctional Education and Special Populations, Lifelong Learning, and Strategic Initiatives. Core to this position is to develop, propose, and monitor the annual budget for continuing education programs, ensuring that revenue, enrollment and FTE goals are achieved and meet compliance with federal, state and college regulations and policies. A major focus is to maintain a high level of responsiveness to the education and training needs of employers, community groups, individuals and special populations. Also represent the college to external organizations, community and the state to build and foster positive relationships for the development of new partnerships.
The position reports to the Dean, provides authority in the absence of the Dean and serves as a member of the CEWD management team.
PROGRAM DEVELOPMENT: Lead in the planning, development and implementation of open enrollment and contract training programs based on assessed community and local/regional industry and labor market needs. Assures that programs promote growth and meet the standards of best practices for enrollment management.
STRATEGIC PLANNING: Provide effective oversight and management of departments to ensure that departments achieve stated CEWD and college strategic priorities. Develop strategies and make recommendations to increase student engagement and entry, access, progress and completion.
LEARNING OUTCOME ASSESSMENT: Provide oversight to assure that courses and programs are regularly assessed by students, clients and staff following best practices including identifying and achieving specific measurable outcomes and college competencies. Ensure that strategies are based on results to continuously direct course improvement and promote student achievement.
ENROLLMENT MANAGEMENT: Oversee enrollment analysis of courses, programs and facilities using data driven reports and environmental scanning tools. Ensure that department and school enrollment and revenue goals are achieved.
INTERNAL AND EXTERNAL COLLABORATION: Provide leadership and assistance to the Dean on the CEWD management team to implement the school's shared vision and strategic plans. Collaborate with Assistant Deans and Dean to ensure the unified approach to program delivery. Serve on college-wide committees to further the goals of the institution. Liaises with professional and community organizations on behalf of AACC to build strategic partnerships and ensure program currency.
SUPERVISION: Oversee and manage department personnel making the final recommendation on hiring staff, supervision and evaluation of staff. Provide leadership to departments to establish an annual plan to continually increase the professional knowledge, skills and abilities of departmental staff and faculty.
MARKETING: Provide oversight and assist staff in developing strategies for marketing and promotional materials to achieve overall goals and increased market share.
BUDGET AND FISCAL MANAGEMENT: Provide effective management and oversight of multiple types of departmental budgets (e.g., operating, enterprise, grant, etc.) ensuring that FTE and revenue projections are achieved in departments and school goals.
COMPLIANCE: Assures compliance of programs with accrediting organizations, regulatory agencies, college policies, relevant state regulations and any specific licensure or certification requirements.
SCHOOLWIDE PROJECT MANAGEMENT-Provide leadership and oversight to the CEWD Continuing Education Certificates approval process and oversight to the subcommittee, monitor and provide oversight for digital badges from design to implementation. Provide leadership to Job Training Information Sessions committee, and provide oversight of EMSI data analysis. Oversee the CEWD distance learning offerings and vendor partnerships.

Demonstrated commitment to creating an inclusive environment and the ability to deal tactfully with all internal and external constituents.
Demonstrated experience in the fiscal planning, analysis and budget management to meet stated goals.
Minimum seven years experience and demonstrated success marketing instructional programs using various strategies including website, email and social media.
Minimum seven years experience demonstrating progressive responsibility in managing instructional programs in an educational institution, training organization or professional association.
Minimum seven years of supervision experience and five of senior management preferably in a community college setting.
A Master’s degree or completion of a specialized certification program requiring coursework of one year or more beyond an undergraduate degree.
This position requires the ability to work in a fast-paced setting handling multiple complex tasks simultaneously.
This position oversees multiple college budgets including operating, enterprise and grants.
Ability to function with minimal supervision with attention to details and deadlines including the ability to work a flexible schedule and travel to accommodate the needs of the school and college.
Demonstrated ability to advance a project or assignment from inception to completion and lead a team.
Familiarity with COMAR regulations as applicable for workforce and other course criteria approved for state funding.
Understanding of curricular development, assessment of noncredit courses/programs and technology-enhanced teaching and learning and evaluate effectiveness and lifecycle of noncredit offerings.
Excellent oral, written and presentation skills.
Demonstrated experience developing partnerships among organizations including institutions of higher education, the public sector and the business community.
