This position is responsible for managing approximately $10 million in sponsored and non-sponsored budgets for assigned units in the Office of Vice President for Research Finance Cluster. Along with duties listed below, this role serves as a strategic budget and forecasting partner to the assigned units and is responsible for providing appropriate responses to inquiries from various colleges and University personnel.
Pre and Post Award Project Management – 35%
Work with Principal Investigators and unit administrators to develop proposal budgets which can have multiple iterations and tight deadlines
Enter budgets into the required systems (FastLane, ASSIST, Grants.gov) and complete and submit PRFs for all proposals
Manage sponsored awards by meeting with PIs, providing them timely reports, setting up salary distributions and approving transactions as the certified approver. Answer questions that may arise regarding transactions, salary distributions, project balances, etc.
Assist the PIs and department heads with sponsor required financial reporting when requested.
Coordinate effort certification including managing, updating and monitoring payroll distributions, effort, and related budgetary issues; communicate with project staff regarding necessary distribution changes; review and approve effort cards for employees of the assigned units.
Work with SFR to perform all project closeout duties including, but not limited to, reviewing final transaction reports, updating payroll distributions and researching and removing deficits (if applicable).
Non-Sponsored and General Financial Management – 60%
Serve as the main contact for assigned unit(s) in OVPR finance cluster
Meet on a regular basis with department administrators, directors, principal investigators and other staff to review financial status, initiate planning and problem solve.
Prepare monthly non-sponsored reports for unit directors and administrators that include projections and year end balances. Prepare any ad-hoc reports as requested by the units.
Develop budget projections and prepare models for unit administrators and directors to assist with strategic financial planning, as needed
Develop annual non-sponsored detailed and position budgets and enter information into PeopleSoft Enterprise Financial System
Approve non-sponsored expenses including Pcards, vouchers and requisitions in EFS as well as expense reports in Chrome River. Communicate any areas of concern as well as recommendations to the supervisor.
Maintain non-sponsored chart of accounts, including establishing new accounts and closing obsolete accounts.
Review and reconcile accounts and make any necessary corrections by entering journal entries or retro distributions directly into EFS. Enter or update salary distributions as necessary.
Perform year end close out entries for assigned units.
Provide exceptional customer service to all units.
Other Duties as Necessary – 5%
Attend applicable training including sponsored project trainings and FSUN general membership meetings
Assist Finance Director, Cluster Director, and Lead Accountant with ad-hoc reporting, or other duties as assigned.
BS/BA plus at least four years of professional work experience or a combination of related education and work experience to equal eight years.
Excellent computer skills with at least intermediate Microsoft Excel skills
Demonstrated ability to create budgets and to prepare various financial reports, projections, and analyze complex financial data from multiple sources.
Bachelor’s Degree in Accounting or Finance
Grants and Contracts experience
Knowledge of regulatory guidelines, Federal, State and University of Minnesota.
Experience with University financial systems: EFS (Enterprise Financial Systems), EGMS (Electronic Grants Management System), and ECRT (effort certification systems)
