Project Manager (Professional Technologist 4) - ITS 12257
Information Technology Services at West Virginia University is seeking applications for a Project Manager (Professional Technologist 4). This position is for a senior-level project manager that will oversee a multi-year, multi-project portfolio focusing on data governance and regulatory compliance. The incumbent will be expected to have an expert-level knowledge of project management and broad familiarity with the federal regulatory environment. Experience working on or managing projects that were in support of or directly addressing regulatory compliance is beneficial.
In order to be successful in this position, the ideal candidate will:
Provide project management leadership and regulatory compliance advice to a variety of stakeholders both in and out of ITS. Ensures all project stakeholders, including senior executives, are effectively updated on project status, issues, schedules, risks, budgets, and resources.
Manage projects from inception to completion to help leverage invested funds and drive forward organizational goals and objectives.
Communicate extensively with leadership for ITS managed projects (including but not limited to project sponsors, committees, internal audit, and IT leads) throughout the life of the project, driving the development of project work plans, work breakdown structures, schedules, budget and other documentation.
Integrate new and existing projects into ITS strategic and tactical plans tracking team progress against schedules and work plans, negotiating changes in scope or project schedule, and helping to forecast the allocation of, and manage resources during projects
Work with project teams to develop, document, and execute test plans to assess the integrity and accuracy of business processes, module functionality testing, setup, modification, enhancements, customizations, and patches.
Serve as the project management process authority, providing project status information to ITS management and supported business areas to make informed and sound business decisions.
Play a key role in the decision-making process to prioritize initiatives, resources and assets across the project portfolio to enable reuse of assets and optimize key resources across projects.
Bachelor's degree; or an equivalent combination of education and/or experience.
Master's degree is preferred.
Five (5) years of enterprise-level project management and i nformation technology experience.
Information Technology/data/hardware security and/or compliance experience preferred.
Proven ability to research, understand and apply knowledge of enterprise applications, including SunGard Banner, Blackboard, and Oracle applications.
Understanding of complex software engineering concepts, including software development lifecycle models, project management methodologies, requirements gathering, verification and validation and configuration management.
Ability to understand work plan development, interpretation and analysis. Ability to research information and analyze data to arrive at valid conclusions, make appropriate recommendations and develop action plans.
Demonstrated ability to develop and maintain effective and cooperative working relationships with employees (at all levels within the university) and external consultants, vendors, etc.
PMP Certification is preferred.
