Basic Function: To perform journey-level technical planning and programming support activities associated with plan development, project development, project implementation and, technical analysis for regional and subregional highway projects and/or programs.
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected. The following are the preferred qualifications:
Experience managing California Environmental Quality Act (CEQA) or National Environmental Policy Act (NEPA) processes
Experience in highway planning and project development for project study reports (PSR) or project approval environmental documents (PAED)
Experience managing State, Federal or local grants
Experience developing scopes of work for single-site or regional-wide professional service contracts

3 years' progressively responsible experience in transportation planning, capital or public works project management, urban design, transportation system design and research, and travel simulation and demand modeling, transportation finance, operations planning, or other related area
