Departmental Overview The Center for Educational Partnerships (CEP) is the primary unit on campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education and to the University of California for low-income and educationally-disadvantaged students. Working in partnership with local schools and communities, CEP improves academic achievement and expands post-secondary educational opportunities for students who face significant barriers to college.
CEP oversees eleven (11) programs with a combined operating budget of $6 million, over 60 career staff and 200 limited appointment/non-senate academic personnel. CEP's diverse programs help young people overcome educational and financial barriers to prepare for and be accepted at two- or four-year colleges. The programs provide services free-of-charge to at least twenty-two thousand students at 30 schools and 29 community colleges each year. CEP also provides an impressive range of summer programs that give hundreds of students academic enrichment while they experience campus life at Cal. More than ninety percent of high school seniors in its programs go on to college - and they are often the first in their family to do so.
As one of the eleven CEP programs, the EAOP is a University of California-sponsored program that prepares students from under-resourced communities for admission to the University of California and other colleges and universities. We accomplish this mission by offering intensive academic enrichment opportunities, providing timely college preparation information and advising, and supporting our students, families, schools and communities. Services offered include academic advising, academic enrichment summer and Saturday academies, test preparation workshops, and information dissemination to students, schools, and families on the educational and social benefits of post-secondary education. The East Contra Costa Regional Manager oversees programs and services to EAOP students and high schools throughout the Pittsburg, Antioch, Concord and Liberty school districts. The Regional Manager coordinates EAOP program services and outreach efforts to school sites, provides direct supervision and training of the EAOP College Advisors.
Written and verbal assignments are given by the EAOP/DCAC Director. The incumbent is expected to perform assignments with a high degree of autonomy relying on his/her expertise to ensure the best results. Regular communication and consultation with school administrators is required. It is also expected that the Regional Manager will maintain close communication and work in collaboration with colleagues in DCAC and the Center for Educational Partnerships, especially with the EAOP Deputy Director, DCAC Deputy Director, DCAC & EAOP Regional Managers and administrative team.
Responsibilities Program Development and Management
Provides leadership for the design and implementation of college preparation services and college-going culture to their region.
Manages program component and activity budgets.
Establishes and develops collaborative relationships with partner districts and high schools including school/district administrators/staff and school site counselors, faculty and staff.
Plans and organizes a set of district-wide or regional college-going events and activities such as coordinating district-wide college fairs, developing college-going curriculum, etc.
Provides professional development in district and/or region to enhance college prep advising and develop schools' college-going culture, etc.
Provides and supports fund development and program marketing efforts including proposal writing, program sponsorships, donor development, and media outreach.
Provides leadership in strategic and program planning efforts to EAOP and DCAC.
Develops partnerships/networks with K-12, higher education institutions, and community organizations by establishing collaborative activities targeting region, increasing collaborative efforts between partners, etc.
Supervision, Team Leadership, and Training
Assists in recruitment and selection of College Adviser Fellows.
Assists in recruitment and hiring of temporary and/or professional staff.
Trains and serves as team lead of adviser fellows, temporary, and/or professional staff.
Serves as Regional Manager for College Adviser Fellows. Provides training, professional development and guidance for College Adviser Fellows.
Makes recommendations and provides feedback on Adviser Fellow and Program Coordinator performance.
Evaluates and makes recommendations for training program.
Designs and implements region specific training and team meetings.
Communication and Reporting
Organizes meetings with school site personnel and/or service providers regarding major whole school/district/regional efforts.
Produces program reports and evaluations as assigned. Collects, analyzes, and evaluates student enrollment, service, and outcomes data. Evaluates and makes recommendations for training program.
Manages program component and activity budgets.
Assists with fundraising and proposal writing.
Serves on department, campus and external committees, workgroups and coordinating bodies as appropriate.
Other duties as assigned.

Comprehensive experience advising and supporting educationally disadvantaged students regarding postsecondary opportunities and careers.
Knowledge of up-to-date information on K-12 and higher education policies and issues. Ability to assess their impact on program strategies.
Advanced knowledge and experience working with educational equity programs serving a diverse student population. Demonstrated cultural competency with respect to race, ethnicity, and socio-economic status.
Advanced knowledge of K-12 and higher education institutions (UC, CSU, CC, etc.), admissions and financial aid requirements, and matriculation processes. Ability to interpret policies and procedures to youth, parents, and school representatives.
Knowledge of state and national education policies and current education theories.
Ability to establish and maintain cooperative relationships with school district administrators, school counselors, principals, teachers, and community contacts.
Ability to develop outreach programs, and design effective materials.
Advanced knowledge of youth and adolescent development theory, including issues facing low-income, first generation and urban youth.
Maintains up-to-date information on K-12 and higher education policies and issues, assesses their impact on program strategies, disseminates information to school-site and district personnel.
Strong project management skills. Ability to prioritize work assignments and manage multiple critical projects with deadlines.
Highly skilled in communicating clearly and effectively verbally and in writing. Strong interpersonal skills.
