Performs, coordinates and manages financial, budgetary and contractual duties required for the operation of the cancer program, particularly cancer research under the direction of the Vice President, Cancer Program/Helen F. Graham Cancer Center.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Prepares operating and capital budgets for research and grant proposals and oversees the preparation of budgets for specific programs' operations
Monitors expenditures in consultation with responsible personnel and Finance Department
Gathers, investigates, researches and analyzes material relative to activities and services.
Determines feasibility of new programs
Provides input in the development of the department's business and strategic plans, including timely updates
Complete monthly billing and receivables report for Cancer Research
Review monthly statements for variances from original budget
Provides for effective problem resolution within established guidelines
Assists in developing department policies and procedures
Coordinates billing/invoicing activities with vendors
Maintains effective communication both internally and externally with individuals, organizations and institutions
Performs assigned work safely, adhering to established departmental safety rules and practices. Reports to supervisor, in a timely manner, any unsafe activities, conditions, hazards, or safety violations that may cause injury to oneself, other employees, patients and visitors
Performs other related duties as required.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in Business Management, Healthcare Administration Finance or related field; Masters degree preferred.
5 years experience in a finance position within a health care organization. An equivalent combination of education and experience may be substituted.
KNOWLEDGE, SKILL, AND ABILITY REQUIREMENTS:
Knowledge of the changing health care reimbursement environment and how this applies to new program development and management.
Knowledge in contract negations and development.
Knowledge of business plans and their development.
Knowledge in reimbursement practices, budget planning, and business plan development.
Knowledge of regulatory agencies including the JCAHO.
Excellent budget skills.
Excellent communication and interpersonal skills. (written and verbal)
Proficient computer skills.
Analytical, research and organizational skills.
Ability to work independently.
Ability to be flexible.
Ability to understand and responds to programmatic needs in a fiscally responsible manner.
Ability to develop fiscal projections/budgets for new and existing programs.

Ability to look at the Department from a broad perspective and develop financial plans and systems to make the move toward assisting the department become a financially viable enterprise.
Ability to use personal computer with skills in word processing and spreadsheets
