Job Summary: Reporting to the Executive Director and the Engineering Manager of the Center for Water-Energy Efficiency, will have key responsibilities for: -Planning empirical studies to assess government programs and policies that intersect the water-energy nexus -Generating policy recommendations based on empirical analysis and literature review -Gathering, managing, and processing data from a wide range of programs in preparation for empirical analysis -Conducting empirical evaluation analysis of collected data in combination with other available data -Coordinating with other researchers and evaluation experts -Developing written and presentation materials communicating research findings, including academic publications
Physical Demands: Work at the computer for extended periods of time. Work with clients, project sponsors, staff, students, or project managers for extended periods of time.
Work Environment: Work occasionally during evenings, weekends, nights, and holidays to meet operational or project needs. Available for occasional short term, overnight travel. Work in a dynamic, distracting, knowledge sharing environment with constant interruptions and distractions and traffic and noise from telephone conversations, visitors, staff, students, etc. Maintain strict confidentiality of files and data to protect privacy and rights of individuals.

Minimum Qualifications: -Master's degree in the fields of economics, public policy, energy systems or related field or equivalent combination of relevant experience. -Knowledge of government policy and programs related to water and/or energy -Knowledge of water and energy systems -Experience developing and planning studies to assess the impact of government policies or programs. -Skills to conduct financial or economic evaluation of government policies, programs, and initiatives -Experience developing code to automate data processing tasks; formatting, filtering, and standardizing data for input to analysis and visualization algorithms, R (preferred) or equivalent -Experience working with and building relational databases, SQL Server (preferred) or equivalent -Proficient with GIS software, ArcGIS (preferred) or equivalent -Familiarity with working with GitHub or other software version control environment -Skills to generate data visualizations to communicate complex ideas -Skills to develop, write, and finalize technical reports to communicate study results and policy recommendations to external holders -Experience writing academic articles for publication
Preferred Qualifications: -Experience performing statistical analysis in the R statistical programming environment (preferred) or equivalent statistical language -Experience giving presentations or leading discussions at conferences, workshops, webinars, or other professional settings attended primarily by external organizations and individuals -Experience conducing literature reviews to inform study design, develop policy recommendations, or to summarize best practices in a field -Project management experience -Experience with R package development -Ability to develop complex SQL queries and optimize for performance -Experience working with large datasets, including batch and/or stream processing -Experience working with security-sensitive data, including rights management, and security and privacy provisions -Experience writing and/or processing non-disclosure agreements, data agreements, or other contracts related to data security and privacy
