The College of Earth, Ocean, and Atmospheric Sciences is seeking a Manager of Marine Operations. This is a full-time (1.0 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Dean.
Oregon State University (OSU) manages the PacWave Project from a Project Support Office, requiring the Manager of Marine Operations to serve as a key member of the core project team designated to successfully develop ocean-instrumentation and deployment capabilities for the wave-energy cabled and autonomous test-bed facilities.
The Manager of Marine Operations provides design and implementation oversight in design, development, fabrication and deployment of in-ocean systems, including oceanographic sensors, their enclosures, and anchoring, tethering, and surface-buoy systems for ocean moorings. The Manager of Marine Operations is also responsible for development of Safe Operating Procedures for these systems, vessel scheduling for PacWave and 3rd party personnel, management of marine technical personnel, and evaluation of in-ocean operations and equipment design as deployed by external users of the PacWave facility.
The Manager of Marine Operations provides support for the Principal Investigator (PI), Project Manager (PM) and technical team in the development of grant and contract requirements of the project; project requirements; and contributing to internal and external project reviews and reports. The Manager of Marine Operations will engage with and support managers of other operations within PacWave, including research, logistics, business, data management, and testing and accreditation. This position supports the PI/PM's duties related to the Project development in the area of contract management to achieve programmatic outcomes. This position serves as a liaison with faculty, the program technical team, staff, students and the general public.
The College of Earth, Ocean, and Atmospheric Sciences is internationally recognized as a leader in the study of the Earth as an integrated system. It operates numerous state-of-the art laboratories and two oceanographic research vessels. The College has annual research expenditures of more than $50 million, with much of the research support coming from the National Science Foundation (NSF), National Oceanic and Atmospheric Administration (NOAA), National Aeronautics and Space Administration (NASA) and other federal agencies. It has over 100 faculty, 200 graduate students and approximately 700 undergraduate students. Graduate programs include a Master's degree in Marine Resource Management; and Master's and PhD degrees in Ocean, Earth and Atmospheric Sciences; Geology; and Geography. The new undergraduate program in Earth Sciences, together with the Environmental Sciences Undergraduate Program, provide educational and research opportunities for the best undergraduate students: a national honors college for the Earth.
Typically requires Bachelor of Science in Oceanography, Engineering or related scientific or technical field. Experience in scientific operations at sea, including over-the-side operations. Experience in developing and writing proposals; manuals, policies, or scientific documentation. Experience in the coordination of technical work and technician activities. Knowledge of and experience with commonly used ceanographic instrumentation and shipboard equipment required. May require licensure and certification.
Bachelor's Degree in ocean engineering, marine technology, or closely-related field, OR five years of demonstrated professional experience with Marine Operations and ocean-asset deployment.
Advanced computing skills, including familiarity with MS Office Suite and Adobe, including Word, Excel, Powerpoint; Adobe Acrobat.
Demonstrated experience with fieldwork, including work at sea and with seagoing systems.
Exceptional interpersonal skills with proven discretion and diplomacy.
Must be self-sufficient and able to make decisions independently.
Detail oriented with ability to manage multiple assignments, establish priorities, and meet deadlines.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSU Standard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
The ability to work occasional evenings and/or weekends as needed to meet project goals or deadlines is required.
The ability to travel and work remotely from other offices or field sites is required. This position requires working in outdoor field settings (including at sea) in all weather conditions, including heat, cold, wind and rain, and the sea states that accompany those conditions. At-sea work will consist primarily of day trips, but may require longer durations of up to one week.
The ability to lift/push/pull/carry up to 75 pounds of equipment is required.
