iPower is looking for a Program Manager to lead a team of Contract Specialists (junior, mid, and senior-level) in providing acquisition and contract management support to a government client. The team will serve as advisers and assist in planning, soliciting, awarding, administering, and closing contract actions. The PM will:
Manage and assess progress in assigned projects/programs, including cost, schedule, and performance supporting baseline requirements, by applying program management methods and procedures
Develop, execute, and monitor risk management strategies to address areas of concern or potential gaps
Manage all contractual responsibilities and delivery of all contract deliverables
Determine staff priorities and plan/manage workload
Interact with internal and external government and contract personnel to ensure compliance with relevant regulations, local policies, and directives
Bachelor’s degree with coursework in accounting, business, finance, economics, contract law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (master’s degree preferred)
Minimum 20 years of business/analytical leadership experience
Minimum 5 years of experience in cradle to grave acquisition/contract support
Defense Acquisition Workforce Improvement Act (DAWIA) Certification Level III, or Federal Acquisition Certification in Contracting (FAC-C) Level III, or industry equivalent.
Experience with Open Market, GSA Schedule and GWAC procedures
Proficiency in FAR/DFARs requirements, SAP, and Federal Appropriations Law
Experience in applying Agile or Lean acquisition principles
