Rutgers University has an outstanding opportunity for an experienced, results oriented leader to join University Human Resources (UHR) as the Director of Talent Acquisition. We are looking for an innovative leader who will build out and execute a strategic talent acquisition direction. The ideal candidate is a natural leader with a proven ability to develop strong relationships across the entire organization. The Director thrives in a fast-paced environment and knows how to translate business needs and priorities into practical recruiting plans and processes. The Director leads a team of professionals responsible for providing high quality, value-added levels of service including full-cycle talent acquisition and executive recruitment for positions across multiple business units and proactively create talent pipeline strategies while managing multiple projects. The Director is responsible for recommending policies and procedures for all assigned areas of responsibility; and for designing, developing, and implementing a comprehensive communications plan to promote and apprise managers and employees of the University's talent acquisition philosophy, policies, programs and initiatives. Ensures compliance with all federal and state laws and regulations, university policies and practices, and collective negotiations agreements. The Director will lead or participate in cross functional teams with primary accountability for the design, development and implementation of talent acquisition programs and initiatives.
The duties of this position will include, but will not be limited to, the following areas of responsibility:
Meets with internal clients to understand their workforce needs and priorities and creates an aligned talent acquisition strategy, implementing leading practices for sourcing and identifying candidates.
Oversees full life cycle recruitment: networking, sourcing, pre-screening, preliminary interviewing, negotiating offers, conducting background searches and onboarding new employees, ensuring sufficient and continued progress through each stage of the hiring process.
Acts as an advocate for Talent Acquisition across the university, serving as subject matter expert in Talent Acquisition and retention strategies. Educates internal partners on leading practices in sources, legal requirements, interviewing skills, developmental programs and other related topics. Ensures compliance with all federal and state laws and regulations, university policies and practices, and collective negotiations agreements.
Ensures that a positive candidate experience is maintained by leading a high-quality recruitment, feedback and communication process.
Partners with Senior Leadership on succession, workforce planning, and organizational design projects as needed. Creates meaningful metrics to measure improvements in the talent acquisition experience, success, and impact on the organization. Provides regular reporting and analyses for developing and implementing action plans to address deficiencies.
Oversees the implementation and administration of applicant tracking and onboarding technologies to support talent acquisition initiatives.
Manages the staff and resources for Talent Acquisition. Supervises, coaches, and develops a team of professionals to include performance management, individual development plans, and team member relations. Establishes staff performance goals and standards and conducts performance evaluations in accordance with policy and the performance management structure and processes.
Participates in special projects, and performs other duties as assigned.
Minimum Education and Experience:
Bachelor's Degree in Human Resources Management, or related field. Ten years of progressively responsible experience in human resources, five of which must be in talent acquisition.
Required Knowledge, Skills, and Abilities:
The ideal candidate will have full-cycle talent acquisition experience in a management role, preferably in higher education, including experience with executive recruitment and search committee practices. Outstanding oral and written communication, interpersonal, customer service, time management, and project management skills are essential. Also required are strong analytical and problem-solving skills and the ability to think strategically. This position is expected to be comfortable managing difficult situations, while presenting a high level of professional maturity, resiliency and adaptability, and demonstrated ability to manage confidential and sensitive information. Proficiency in Microsoft Office, applicant tracking systems and/or applicable talent acquisition/onboarding software programs.
Advanced degree in Human Resources, or related field, experience in higher education talent acquisition strongly preferred; and/or PHR, SPHR certification preferred.
